520 |a The research deals with the issue of the rule of necessity in Islamic jurisprudence, with the aim of identifying its truth and legitimacy, the reasons that fulfill the title of necessity, and the mandatory and positive ruling related to the person who is forced to do something forbidden, such as eating pork The research concluded that necessity is the restriction of preserving life by doing something forbidden by law without taking away one’s choice, and that its causes are four: coercion, harm, necessity, and piety, and that the obligatory ruling for the one in need is the obligation to do the thing that is limited to preserving life, even if it is contrary to law. There are two types of forbidden things that the obligated person may be forced to do: forbidden in and of itself, such as eating pork, which is obligatory and does not entail liability for the person in need, and forbidden for others, such as eating another person’s food without his permission, which is obligatory and which entails liability for the person in need.  |b  Cities suffer from environmental pollution problems of various types, both tangible and intangible. Pollution levels vary according to the city’s economic and cultural level and the extent to which effective solutions are used to reduce the impact of the problems. Visual pollution is one of the most prominent problems. Intangible pollution affects human feeling, and continued exposure to it puts human health at risk and contributes to injury With a group of diseases, including high blood pressure, and this matter in its entirety is due to a group of reasons that are sometimes political, economic, or social, and sometimes related to culture and urban development, in addition to aspects related to management, control, and weak law enforcement. Manifestations of visual pollution in Al-Nasr City can be observed in various forms, including the spread of Waste, grazing, animals, the spread of billboards, etc. (56.6%) of the respondents responded that they did not feel comfortable while walking around the city market, which indicates that the problem of visual pollution has become clear and prominent to the city’s residents.
