المستخلص: الأهداف التي بينتها الدراسة هو معرفة الواقع للإدارة الإلكترونية في معمل سمنت كبيسة، وأثرها في دعم فاعلية المنظمة، من خلال الدراسة محاور عدة في فاعلية المنظمة منها تنمية الموارد البشرية، وتوظيف تكنولوجيا المعلومات في المعمل المبحوث. فصممت استبانة ووزعت على الطبقات الإدارية العليا والمتوسطة في المعمل. وزع الاستبيان على (۷۳) مديرا من الطبقة الإدارية العليا الوسطى في المعمل المبحوث، وتوصلت الدراسة إلى العديد من الاستنتاجات منها بان هناك وعي لدى المجتمع المبحوث بمزايا الإدارة الإلكترونية، مثل السرعة في إنجاز العمل، وتوفير الجهد والتكلفة، والتوافق مع تطورات التكنولوجيا. إلا أن بعض الموظفين لم يكونوا على علم بوجود بعض التطبيقات مثل نظام الاجتماعات عن بعد وبرنامج التعليم الإلكتروني ونظام الشراء الإلكتروني. أدى تطبيق الإدارة الإلكترونية إلى تطوير فاعلية المنظمة من خلال التوجه نحو اللامركزية من خلال تقليل عدد المستويات الإدارية. توصل الدراسة إلى توصيات للدارسة يجب اعتمادها منها رفع مستوى الوعي الثقافي بأهمية التحول إلى أدوات الإدارة الإلكترونية واستخدامها في العمل اليومي، والعمل على تعزيز فاعلية المنظمة بما يمكنها من إحداث التغيير في الإدارة الإلكترونية.

The objectives stated by the study are to know the reality of electronic management in the Kabaisa cement factory, and its impact in supporting the effectiveness of the organization, through the study of two main axes in the effectiveness of the organization: human resources development, and the employment of information technology in the researched factory. A questionnaire was designed and distributed to the upper and middle administrative classes in the laboratory. The questionnaire was distributed to (73) managers from the upper middle administrative class in the researched laboratory. The study reached many conclusions, including that there is awareness among the surveyed community of the advantages of electronic management, such as speed in completing work, saving effort and cost, and compatibility with technological developments. However, some employees were not aware of the existence of some applications such as the remote meeting system, the e-learning program, and the e-purchasing system. The application of electronic management led to developing the effectiveness of the organization by moving towards decentralization by reducing the number of administrative levels. The research reached recommendations for the study that should be adopted, including raising the level of cultural awareness of the importance of switching to electronic management tools and using them in the employee’s daily work, and working to enhance the effectiveness of the organization so that it can bring about change in electronic management.
