|a لم يتوقع أحد السقوط المفاجئ للاتحاد السوفيتي ونهاية الحرب الباردة، التي أنهت معها القطبية الثنائية وانجلاء النظام الدولي الأحادي بزعامة الولايات المتحدة الأمريكية. إلا أن جائحة كورونا والاضطراب العالمي الذي سببته زادا من عدم اليقين بشأن الدور العالمي للولايات المتحدة الأمريكية، وفقدان الثقة في العولمة، وصعود الشعبوية والقومية وعودة العداء بين القوى الكبرى من جهة، وتدهور العلاقات بين بكين وواشنطن من جهة أخرى. فلا يختلف اثنان على أن هذا الوباء ليس الأزمة الوحيدة التي تتحدى المجتمع الدولي، ولكنه واحد منها، بحيث تعتبر الحرب الروسية الأوكرانية من أخطر الأزمات التي لم يشهد العالم مثلها منذ الحرب العالمية الثانية، إذ ألقت بضلالها على العلاقات الدولية مؤدية بذلك إلى تفاقم مسألة المعضلة الأمنية وغياب الأمن الدولي. إذن إلى أي مدى يمكن أن يؤثر كل من الوباء والحرب الروسية الأوكرانية على النظام الدولي؟
|b No one expected the sudden fall of the Soviet Union and the end of the Cold War, which ended bipolarity and the demise of the unilateral international order led by the United States. However, the coronavirus pandemic and the global turmoil it caused have increased uncertainty about the global role of the United States, the loss of confidence in globalization, the rise of populism and nationalism and the resurgence of hostility between major powers on the one hand, and the deterioration of relations between Beijing and Washington on the other. No one disagrees that this epidemic is not the only crisis that challenges the international community, but it is one of them, so that the Russian-Ukrainian war is one of the most dangerous crises that the world has not seen since World War II, as it cast its shadow on international relations, thus exacerbating the issue of the security dilemma and the absence of international security. So to what extent can both the pandemic and the Russian-Ukrainian war affect the international system?
