|a إن سوء التدبير والتبذير والفساد المالي والإداري، ظاهرة اجتماعية خطيرة، تتخذ عدة أشكال داخل العلاقات الاجتماعية وخارج سيادة الحق والقانون، وتجتاح كل القطاعات الاقتصادية والمؤسساتية. وأصبحت، بسبب إصرارها وانتشارها وضعف سياسات مكافحتها، تكتسي طابعا سلوكيا شبه عادي داخل المجتمع. وتترتب عنها عواقب وخيمة بالنسبة لمكونات المجتمع كافة، سياسيا واقتصاديا وماليا واجتماعيا وإداريا وبيئيا. ومعالجتها تقتضي، من كل الفاعلين وصناع القرار، بالرغم من المجهودات المبذولة في مكافحتها منذ عقود، الاستمرار في المثابرة واتخاذ، على المدى القريب والمتوسط، إجراءات صارمة بفرض سلطة القانون وإنفاذ العقاب على كل جاني في حق المال العام والذمة المالية والنظام العام، مرفقا بحملات توعية شاملة بهدف اقتلاع هذه الظاهرة الوبائية. وهكذا تدريجيا، بكل عزم ونفس طويل، سيتم، على المدى البعيد، لا محال، من خلال هذا التوجه الصارم (العقاب والتوعية)، تغيير جدري في عقليات المواطنين، حاكمين ومحكومين، إدارة ومرتفقين، ملزمين أو زبناء، من ناحية الأخلاق والمسؤولية والنزاهة والعمل الجاد والضمير المهني والسلوك السليم، في سبيل الصالح العام، والتنمية الاقتصادية والاجتماعية، والممارسة الديمقراطية.
|b Mismanagement, waste and financial and administrative corruption constitute a dangerous social phenomenon, which takes many forms within social relations and outside the rule of law, and which affects all economic and institutional sectors. Due to its persistence, its spread and the weakness of public policies to combat it, it has become almost normal behaviour within society. It also has serious consequences for all components of society, politically, economically, financially, socially, administratively and environmentally. Resolving it requires, on the part of all actors and decision-makers, despite the efforts made to combat it for decades, to continue to persevere and take action, in the short and medium term, strict measures, imposing the authority of the law and punishing any act perpetrated against public funds, financial assets and public order, accompanied by global awareness campaigns aimed at eradicating this pathological phenomenon. Thus, gradually, through determination and perseverance, there will inevitably, in the long term, through this strict approach (punishment and awareness), a radical change in the mentalities of citizens, those who govern and those who are governed, the administration and the administered, debtors or clients, in terms of morality, responsibility, integrity and hard work, professionalism and transparency, in the interest of the public good, development and democracy.
|d La mauvaise gestion, le gaspillage et la corruption financière et administrative constituent un phénomène social dangereux, qui prend de nombreuses formes au sein des relations sociales et en dehors de l'État de droit, et qui touche tous les secteurs économiques et institutionnels. En raison de sa persistance, de sa propagation et de la faiblesse des politiques publiques pour le combattre, il est devenu un comportement presque normal au sein de la société. Aussi a-t-il de graves conséquences pour toutes les composantes de la société, politiquement, économiquement, financièrement, socialement, administrativement et environnementalement. Y remédier nécessite, de la part de tous les acteurs et décideurs, malgré les efforts déployés pour le combattre depuis des décennies, de continuer à persévérer et à prendre, à court et moyen termes, des mesures strictes, en imposant l'autorité de la loi et en sanctionnant tout acte perpétré contre les fonds publics, les avoirs financiers et l'ordre public, accompagné de campagnes de sensibilisation globale visant à éradiquer ce phénomène pathologique. Ainsi, progressivement, à force de détermination et de persévérance, il y aura inévitablement, à terme, par cette approche stricte (punition et sensibilisation), un changement radical des mentalités des citoyens, des gouvernants et des gouvernés, de l'administration et des administrés, des débiteurs ou des clients, en termes de moralité, de responsabilité, d'intégrité et de travail acharné, de conscience professionnelle et de transparence, dans l'intérêt du bien public, du développement et de la démocratie.
