المستخلص: هدفت الدراسة الحالية إلى التعرف على واقع تطوير وتطبيق التخطيط الاستراتيجي وإدارة المشاريع في بلدية الفحيص. ولتحقيق أهداف الدراسة تم اتباع المنهج الوصفي التحليلي، وقد تكونت عينة الدراسة من (27) من العاملين والإداريين في بلدية الفحيص. ومن أهم النتائج التي توصلت لها الدراسة أن المتوسط الحسابي العام لجميع الفقرات التي تتعلق لقياس واقع تطوير وتطبيق التخطيط الاستراتيجي في بلدية الفحيص قد بلغ (3.32) وهي تدل على درجة اتفاق جيدة بين أفراد عينة الدراسة لقياس واقع تطوير وتطبيق التخطيط الاستراتيجي في بلدية الفحيص، وأن المتوسط الحسابي العام لجميع فقرات لتقييم إدارة المشاريع في بلدية الفحيص قد بلغ (3.34) وهي تدل على درجة اتفاق جيدة بين أفراد عينة الدراسة لتقييم إدارة المشاريع في بلدية الفحيص من تطوير وتطبيق التخطيط الاستراتيجي. وأخيرا توصلت الدراسة إلى وجود علاقة ذات دلالة إحصائية بين تطوير وتطبيق التخطيط الاستراتيجي بأبعاده (واقع دعم الإدارة العليا للتخطيط الاستراتيجي، وواقع التحليل الاستراتيجي البيئي، وواقع متابعة وتقييم الخطة الاستراتيجية) ودورها في تقييم إدارة المشاريع في بلدية الفحيص. وأوصت الدراسة بضرورة أن تتبنى بلدية الفحيص استخدام بعض من البرامج والتطبيقات المستخدمة في إدارة المشاريع كتطبيق بريمافيرا primavera.

The present study aimed at identifying the reality of developing and implementing strategic planning and project management in the municipality of Fuheis. In order to achieve the objectives of the study, a descriptive and analytical approach was followed. The study sample consisted of (27) employees and administrators in the municipality of Fuheis. One of the most important findings of the study is that the general arithmetic average of all the paragraphs related to measuring the reality of developing and implementing strategic planning in the municipality of Fuheis reached (3.32), which indicates the degree of good agreement between the study sample members to measure the reality of developing and implementing strategic planning in the municipality of Fuheis. The general arithmetic means of all the paragraphs for evaluating project management in the municipality of Fuheis reached (3.34), which indicates the degree of good agreement between the members of the study sample to assess project management in the municipality of Fuheis from the development and implementation of strategic planning. Finally, the study found a statistically significant relationship between development and implementation of strategic planning in its dimensions (the reality of the supreme management's support for strategic planning, the reality of the environmental strategic analysis, the reality of monitoring and evaluation of the strategic plan) and its role in evaluating project management in the municipality of Fuheis. Finally, the study recommended that the municipality of Fuheis should adopt the use of some of the programs and applications used in project management, such as the application of Primavera.
