المستخلص: The Vision 2030 program’s transformation of Saudi Arabia based on religious tourism through Hajj and Umrah can be accomplished through gifted heritage for economic growth and development. This study aimed to investigate religious tourism as a diplomatic network for building on the international community and policy potential of Vision 2030 to broaden the creative technological systems and environmental sustainability of Saudi Arabia. Tourism propels economic growth and development via intergovernmental relations. Via time series analysis of the secondary data of domestic and foreign pilgrims from 2010 to 2020 based on the theory of forecast tourism demand, the present study revealed that Hajj and Umrah have a potential influence on GDP growth, employment opportunities, and network diplomacy among the nations globally. In addition, we explored the capacity for Vision 2030 to enhance the global business network based on religious tourism, relying on flexible diplomatic ties for sustainable, innovative technologies and the service sectors as part of Saudi Arabia’s foreign policy development.
