المستخلص: هدفت الدراسة إلى التعرف على مساوئ ومميزات نظام الأبنية وتنظيم المدن والقرى وكيفية تطويره من أجل تحسين الخدمات المقدمة للمجتمع المحلي في البلديات. ولتحقيق أهداف الدراسة تم اتباع المنهج الاستقرائي. ومن أهم النتائج التي توصلت لها الدراسة أن البلديات تساهم في تنمية مجتمعاتها المحلية وتعتبر حجر الأساس للتنمية المحلية وتقوم البلديات بتقديم خدمات البنية التحتية وزيادة التنظيم لمواجهة التزايد السكاني مما يستدعي توفير التمويل والدعم المستمر لها. بالإضافة إلى معالجة مديونيتها كونها الأقرب إلى المواطن في تلمس معاناته اليومية وأن وجودها جاء بهدف تسيير خدمة المواطن ضمن نطاقها الجغرافي. وأن الخدمة هي تلك الجهود التي تقدمها المؤسسة من أجل تحقيق احتياجات خاصه للعملاء أي أنها نشاط أو عمل يتم إنجازه من أجل هدف معين. كما وإشارات نتائج الدراسة إلى أنه ومن خلال مراجعة قانون نظام الأبنية وتنظيم المدن والقرى الجديد يمكن الملاحظة وجود اهتمام حكومي في النظام من خلال الاهتمام بالجانب الاقتصادي والاجتماعي، حيث يلاحظ أن النظام وبشكله الجديد كان إيجابيا ومراعيا لمختلف مصالح البلد، وجود اهتمام بمراعاة مصلحة المواطن ومصلحة المستثمر بالإضافة إلى محافظته على جماليات المدن والقرى وعلى البيئة وكان نظاما محفزا للاقتصاد، حيث عالج النظام الجديد أوجه القصور والضعف في النظام السابق وخصوصا بالبنود التي تنافت وتقاطعت مع باقي الأنظمة والقوانين وخصوصا قانون البناء الوطني. وأخيرا فقد أوصت الدراسة بضرورة السعي من قبل المؤسسات الحكومية بشكل عام والبلديات بشكل خاص إلى البحث عن آلية تقوم بتجميع كافة الخدمات تحت مركز واحد يقوم بتقديم كافة الخدمات، وذلك من أجل تحسين الخدمات المقدمة للمجتمع المحلي في الأردن.

The study aimed to identify the disadvantages and advantages of the building system and the organization of cities and villages and how to develop it in order to improve the services provided to the local community in the municipalities. To achieve the objectives of the study, the inductive approach was followed. The results of the study showed that municipalities contribute to the development of their local communities and are considered the cornerstone of local development. Municipalities provide infrastructure services and increase organization to face the population increase, which calls for the provision of funding and continuous support. In addition to addressing its indebtedness, as it is the closest to the citizen in touching his daily suffering, and that its presence came with the aim of managing the citizen's service within its geographical scope. And that the service is those efforts provided by the institution in order to achieve special needs of customers, that is, it is an activity or work that is accomplished for a specific goal. The results of the study also indicated that by reviewing the law of the building system and the regulation of new cities and villages, it can be noted that there is a government interest in the system through attention to the economic and social aspect, where it is noted that the system and its new form were positive and taking into account the various interests of the country, and there is an interest in taking into account the interest of the citizen and the interest of the investor In addition to preserving the aesthetics of cities and villages and the environment, it was a stimulating system for the economy, as the new system addressed the shortcomings and weaknesses of the previous system, especially with provisions that contradicted and intersected with the rest of the systems and laws, especially the National Building Law. Finally, the study recommended the need for government institutions in general and municipalities in particular to seek a mechanism that collects all services under one centre that provides all services, in order to improve the services provided to the local community in Jordan.
