|a هدفت هذه الدراسة إلى التعرف على استراتيجيات التخطيط المستدام لاستعمالات الأراضي في مدينة السلط، من خلال التعرف على التطور العمراني في مدينة السلط، والتعرف على مراحل تطور استعمالات الأراضي في مدينة السلط والمشاكل المتعلقة بها وإيجاد الحلول المناسبة، واتبعت الدراسة عدد من الأساليب الكمية والكارتوجرافية لتحقيق أهداف الدراسة، ومنها الأسلوب الاستقرائي الاستنتاجي والأسلوب الكمي. وتوصلت الدراسة إلى عدد من النتائج أهمها: أن تنظيم استخدام الأراضي يشكل دورا هاما في توجيه النمو، إذ أن التشريعات التي تحكم تنظيم استخدام الأرض قد توجه السكان إلى مناطق مخصصة للسكن، وهنا يستطيع المخططين من توقع المناطق المستقبلية لتمركز السكان، وتخطيط الخدمات فيها بشكل يتناسب مع المعايير الوطنية والدولية. وأن الاستعمال السكني هو الاستعمال المهيمن في مدينة السلط بنسبة (45%) من المساحة الإجمالية للمدينة، وفيما يخص معدل مساحة القطعة السكنية، أي الأرض الخاصة بالوحدة السكنية داخل المدينة فليس هناك مساحة إفراز معينة، إذ تتراوح مساحة الإفراز للقطعة السكنية بحسب أحكام التنظيم بين (170م2) للسكن (ه) و(4000م2) للسكن الزراعي، وهذا مؤشر على غياب هدر موارد الأرض واستنزافه بصورة غير مبررة. أما فيما يتعلق بالاستعمال التجاري فإن على الجهات التنظيمية الاهتمام بالتنظيم التجاري لأن الوظيفة التجارية تعتبر الوظيفة الأساسية التي تساهم في عملية جذب السكان. وأوصت الدراسة بمجموعة من التوصيات أهمها ضرورة وضع سياسات تتناغم مع التخطيط المستدام في مختلف مناحي الحياة في مدينة السلط، بالإضافة إلى ضرورة التخطيط بشكل عام ومتكامل وشامل للمدينة، بحيث يتم تفعيل سياسات مرنة وفعالة من قبل البلدية بحيث تكون سياسات واضحة ومفهومة للجميع.
|b This study aimed to identify sustainable planning strategies for land uses in the city of Al-Salt, by identifying the urban development in the city of Al-Salt, identifying the stages of development of land use in the city of Salt and the problems related to it and finding appropriate solutions. The study followed a number of quantitative and cartographic methods to achieve goals the study, including the deductive inductive method, and the quantitative method. The study found a number of results, the most important of which are: The regulation of land use constitutes an important role in directing growth, as the legislation governing the regulation of land use may direct the population to areas designated for housing, and here planners can anticipate future areas of population concentration, and plan services in them proportionally. With national and international standards. And that the residential use is the dominant use in the city of As-Salt, at a rate of (45%) of the total area of the city, and with regard to the average area of the residential plot, that is, the land of the residential unit within the city, there is no specific area of excretion, as the area of secretion for the residential plot varies according to the provisions of the regulation between 170 square meters for housing and (4000 square meters) for agricultural housing, and this is an indication of the absence of waste of land resources and their unjustified depletion. As for commercial use, the regulators must pay attention to the commercial organization because the commercial function is the primary function that contributes to attracting the population. The study recommended a set of recommendations, the most important of which is the need to develop policies that are consistent with sustainable planning in various walks of life in the city of Al-Salt, in addition to the need for general, integrated and comprehensive planning for the city, so that flexible and effective policies are activated by the municipality so that they are clear and understandable policies for all.
