|a يعد الحديث عن الاقتصاد القائم على المعرفة وضرورة التحول إليه في المستقبل من الأمور الهامة التي نعيشها بشكل يومي وتدعمها رؤية المملكة العربية السعودية 2030 التي تسعى إلى تنويع اقتصادها خارج القطاع النفطي الذي لطالما اعتمدت عليه في دعم الاقتصاد الوطني، وهو أيضا ضرورة فرضتها التغيرات العالمية والتطورات الدولية، حيث أصبحت المعرفة ميزة تنافسية ومحركا لاقتصاديات الدول للعمل على الاستفادة من تراكم المعلومات والابتكارات العلمية والتقنيات الحديثة. لذلك نجد ارتباطا حديثا لمصطلح الاقتصاد القائم على المعرفة بالعديد من التقنيات الناشئة والابتكارات ومنها المدن الذكية والتي أصبحت من المواضيع التي بادرت العديد من الدول والمنظمات بتبنيها عالميا باهتمام متزايد في السنوات الأخيرة، حيث برزت الحاجة إلى تبني مبادرات المدن الذكية كاستراتيجية للتخفيف من التحديات غير المألوفة المتمثلة في زيادة الكثافة السكانية والتحضر المستمر والذي في نفس الوقت يجب من خلاله مراعاة توفير نوعية حياة أفضل ورفاهية أكبر للمواطنين، وتعزيز الاستدامة والنمو الاقتصادي للدول. وفي هذه المراجعة لأدب الموضوع سيتم التركيز على مجالي الاقتصاد القائم على المعرفة والمدن الذكية لتحديد أبعاد تطور هذه المفاهيم الأساسية وشملت المراجعة أيضا استعراض التطور التاريخي لموضوع الاقتصاد القائم على المعرفة والمدن الذكية معا ومنفردين، كما تم استعراض أهم المؤتمرات والجمعيات العلمية التي تناولت الموضوع، وكذلك الاهتمامات البحثية في الموضوع وكيفية تطورها في الإنتاج الفكري الحديث، وأخيرا استعراض المؤشر الرقمي لتتبع مصطلحات الموضوع في عدد من قواعد البيانات.
|b Discussing the knowledge-based economy and the necessity of transitioning towards it in the future is an important topic that we experience daily. This is supported by the vision of the Kingdom of Saudi Arabia for 2030, which aims to diversify the economy beyond the oil sector that has historically supported the national economy. This necessity is also driven by global changes and international developments, where knowledge has become a competitive advantage and a driving force for nations' economies to capitalize on accumulated information, scientific innovations, and modern technologies. As a result, a contemporary connection exists between the concept of a knowledge-based economy and various emerging technologies and innovations, including smart cities. Smart cities have gained worldwide attention in recent years, with many countries and organizations adopting them due to their potential to address unprecedented challenges such challenges arising from population growth and continuous urbanization while simultaneously ensuring a better quality of life and greater well-being for citizens, as well as enhancing sustainability and economic growth for nations. In this literature review, the focus will be on the fields of the knowledge-based economy and smart cities to identify the dimensions of the evolution of these core concepts. The review covers the historical development of both the knowledge-based economy and smart cities as separate and interconnected concepts. It also includes an overview of most important conferences and scientific associations that have addressed these subjects, as well as the research interests in these topics and how they have evolved in contemporary intellectual output. Finally, a digital index is presented to track the terminologies related to these subjects in various databases.
