| 520 | |b The legislative authority encompasses two primary institutional structures, namely the unicameral system and the bicameral system. The latter entails the delegation of legislative authority to two chambers, which jointly undertake the responsibility of legislation. This arrangement is predicated on the fundamental principle of differentiation between the two chambers in terms of their composition and jurisdiction. The adoption of the bicameral system was not a fortuitous occurrence but rather a product of a comprehensive rationale comprising multiple justifications. The inclusion of a second chamber within the Algerian parliament is not a novel concept derived solely from the Algerian constitutional system. Instead, the origins of the bicameral system can be traced back to historical antecedents. It has been adopted by numerous countries, and its applications continue to evolve. The rationales underlying the establishment of a bicameral system are intertwined with objectives such as enhancing representation, fostering legislative efficacy, and attaining an optimal equilibrium between the legislative and executive branches. These justifications reflect a concerted effort to ensure a harmonious functioning of the parliamentary structure and to achieve overarching societal goals. | ||
