|a هدف الدراسة: تسعى الدراسة إلى الكشف عن الدور الذي تقوم به الدبلوماسية الرقمية في السياسة العالمية، وذلك من خلال تقديم رؤية نقدية مقارنة مستندة إلى عدد من منظورات السياسة العالمية المختلفة لتحليل الجدال النظري حول دور الدبلوماسية الرقمية في السياسة العالمية، كما تسعى الدراسة إلى تحليل الظاهرة وآثارها، سواء على مستوى التحليل النظمي العالمي أو على مستوى تحليل السياسة الخارجية للدول. المنهجية: تقع الدراسة ضمن نطاق الدراسات البينية التي تجمع بين اثنين من الحقول المعرفية، هما السياسة العالمية، والإعلام السياسي الدولي؛ ومن ثم تعتمد الدراسة على المنهج التكاملي (متجاوز التخصص)، من خلال الاستعانة بقراءات السياسة العالمية وأدبياتها، والإعلام السياسي الدولي على حد سواء؛ وذلك بهدف الوصول إلى رؤية كلية وشاملة حول طبيعة دور الدبلوماسية الرقمية في السياسة العالمية. النتائج: توصلت الدراسة إلى أن الدبلوماسية الرقمية لا يقتصر استخدامها كإحدى أدوات تعزيز التواصل الدولي والانفتاح على الخارج وتوفير مساحات للتفاعل بين مكونات النظام الدولي، بل تستخدمها الدول المتقدمة تكنولوجياً في سياستها الخارجية كأداة للتدخل، وإدارة الصراعات، والحروب والهيمنة السياسية والاقتصادية، وتشكيل أجندة القضايا العالمية، كذلك تستخدم في إعادة تشكيل الصورة الذهنية للدول والشعوب. الخلاصة: تصاعدت ظاهرة الدبلوماسية الرقمية وارتبطت بعدد من الأحداث الدولية، بل أصبحت أحد المدخلات المهمة التي فرضت التحديات والفرص على الصعيد العالمي.
|b Objective: The study attempts to reveal the role played by digital diplomacy in global politics, by presenting a critical, comparative vision based on several different global policy perspectives to analyze the theoretical debate about the role of digital diplomacy in global politics. It also seeks to analyze the phenomenon and its effects both at the level of global systemic analysis and at the level of foreign policy analysis of countries. Methods: This research is considered multidisciplinary as it integrates more than one academic discipline including world politics, international relations, and international political media. In addition, the research utilizes an integrative approach (multi-specialty) using both written literature of world politics and political international media to reach a full comprehensive understanding about the nature of the role of digital diplomacy in world politics. Results: The study findings showed that digital diplomacy is not only utilized as a tool to strengthen international communication, open to the world, and provide the interface between international systems, but it is also used by the technologically developed countries as an instrument of interference, management of conflicts, dominance and imposition of an agenda on international matters and further on restructuring the mental perspectives. Conclusion: the digital diplomacy phenomenon is escalating and has been associated with several international events. Moreover, digital diplomacy is now one of the most important inputs that affect overall international relations and world politics either negatively or positively.
