|a الإشارة إلى التسيير الرشيد كمفهوم في الدولة له واقع إيجابي كبير باعتبار التوضيحات المطروحة حوله، ما يعني دخول سريع للدولة وأجهزتها إلى إدراك الانفصال بين مرحلتين، تكون الأولى عفوية تمثل عائق حقيقي لقيام الجمهورية بالنسبة لمستويات الحياة المختلفة، إلى مرحلة لاحقة تكون الحقائق العلمية والمنطق الاجتماعي فيها ضروري لبناء تصورات قطاعية. والحوكمة في السكن تستلزم توفر معطيات دقيقة وبأسس رياضية تبين الحالات الثابتة، وهذا من أجل اقتراح البرامج والخطط المتوافقة، فيكون للترشيد هنا دور أساسي في الاختيار والتوقع، وبناء برامج بمستوى كمي وكيفي يتناسب مع أهداف وآمال المجموعة وفق عقلانية اقتصادية واجتماعية.
|b The reference to good governance, as a concept in the state, has a great positive reality, given the clarifications that have been made about it; which means the rapid entry of the state and its organs to realize the separation between two stages: the first is removing the obstacles to the realization of the republic at different levels of life. Social governance is needed to build sector perceptions. The governance of housing requires the availability of accurate data and mathematical foundations showing the fixed cases, in order to propose compatible programs and plans. Therefore, streamlining plays a key role in the selection, expectation, and construction of programs at a quantitative and qualitative level that respond to the group's goals and hopes, in line with the economic and social rationality.
