|a إن الهدف من الدراسة هو محاولة الكشف إذا كانت التغيرات التي طرأت على الرياضة الجزائرية نتيجة العولمة وخاصة في كرة القدم وذلك بدخولها لعالم الاحتراف لها تأثير على التسيير الإداري، وهذا بمعرفة إذا كان التغير من الناحية القانونية يؤثر على التسيير الإداري وإذا كانت مراكز التكوين ومصادر التمويل تساعد على تطبيقه. ولهذا الغرض استخدمنا المنهج الوصفي على عينة متكونة من 18 مسير بالأندية الناشطة بالرابطة المحترفة الأولى والثانية تم اختيارها عشوائيا و لجمع البيانات استخدمنا بعد جمع النتائج ومعالجتها إحصائيا تم التوصل أن النصوص القانونية ليس لها صيغة تنفيذية ليس بسبب ضعفها أو نقصها وإنما بسبب مستوى المسيرين لذلك وجب رسكلة الإداريين مع النمط الجديد عن طريق التكوين وبالنسبة للمنشآت المتوفرة لا تسمح بتطبيق الاحتراف لأن معظمها غير مواكبة لمواصفات الملاعب العالمية، ومصادر التمويل الحالية لا تفي بالغرض لأن السياسة التمويلية المنتهجة لا ترقى إلى المستوى المطلوب.
|b The aim of the study is an attempt to scrutinize whether the transformations that have shaped the Algerian sports are the outcomes of Globalization; More importantly football, after it has joined the World of professionalism. The latter calls for a new administrative management. The study also seeks determine if legally such transformations do impact the administrative management, and also if training centers and funding sources might serve the new transformations as well. For that end, the study deploys the descriptive approach using a sample of (18) managers of active clubs professional, randomly chosen. As a tool for our data collection, a questionnaire was used accordingly. We come to an end with the idea that legal texts do not have an implementational formula, not because of its weaknesses or shortcomings, but simply because of the managers’ level. Hence, there must be a recycling for the administrators within the new trends of formations. However, most of the professional clubs run shortage of training schools for the talents due to financial problems, as a result of the pursued financing policy that is not up to the standard. Additionally, the club’s lack of interest in forming administrators in the administrative field.
