المستخلص: في السنوات الأخيرة حدثت نقلات نوعية في صناعة التقنيات، وكذلك بيئة المكتبات التي تحاول أن تستضيف خوادمها على الحوسبة السحابية، ولاسيما أن الحوسبة السحابية أعطتنا بيئة عمل جاذبة من خلال إدارة التناغم في الخدمات المصغرة، الحاويات، وكذلك بيئة التشغيل إلى جانب توفير الأمن الرقمي على أفضل ما يكون، ولكن المكتبات تواجه مجموعة من التحديات في ظل هذا التحول الرقمي، فنجد أن الحل الأمثل لمواجهتها هو برمجيات المصدر المفتوح، وبالأخص منصة (فوليو FOLIO) باعتبارها النقلة النوعية التي يتعايشها سوق المكتبات في الانتقال من النظم الآلية التكاملية إلى المنصات الخدمية للمكتبات، والانتقال من نظم مغلقة وخيارات محدودة إلى نظم مفتوحة المصدر وخيارات متعددة، من الاحتكار لمورد واحد إلى الابتكار مع موردين مختلفين، من برمجيات البيانات الوصفية إلى برمجيات تواكب البيانات الضخمة متنوعة المصادر سريعة التغيير، حيث تهدف الدراسة إلى رصد الخصائص التقنية والوظيفية لمنصة فوليو، بالإضافة إلى تسليط الضوء على مجالات الإفادة من برمجيات المصدر المفتوح في تحسين خدمات المعلومات في المكتبات الجامعية في دولة الإمارات كـ (المكتبة المركزية بجامعة الوصل بدبي) أنموذجا، ولقد استخدمت الدراسة منهج دراسة الحالة وإجراءات من المنهج الوصفي والمسحي لدراسة هذه المجالات عبر ما رسمته الدراسة من أهداف وتساؤلات، كما انتهت الدراسة إلى ضرورة تبني المكتبات عامة والجامعية خاصة ثقافة برمجيات المصدر؛ لأنهما في اعتقادنا وجهان لعملة واحدة، حيث التناغم في الرؤية والرسالة والأهداف، وقد أوصت الدراسة بضرورة توفير الدعم الكامل للمكتبات الجامعية لتطوير استراتيجياتها من خلال برمجيات المصدر المفتوح لتجاوز التحديات التي تواجهها في ظل التحول الرقمي المتسارع.

In the recent years, many quality movements happened in the industry of technologies and the environment of libraries. They have been trying very hard to keep their native clouds on the Internet clouds (Libraries and Native Cloud Application). That is especially because The Native Cloud Application has given libraries an attractive environment of work through managing harmony in the small services, containers and the environment of functioning, as well as providing the digital security in a very distinctive way. However, libraries have been facing some challenges in the age of digital change, nowadays. As a result, the best solution for this challenge is to use the Soapbox of FOLIO (Future of Library Is Open) which means the future of open libraries. It is considered a quality movement to move libraries from the auto-integrated systems into the soapboxes of services for libraries, and to move from the closed systems and the limited choices into the open-sources systems and the varied choices. Moreover, it moves the libraries from being limited to only one source into creativity with various sources. Besides, it moves librari es from the programs of descriptive data into novel programs coping with huge data which have various sources of quick change. As the study aims to monitor the technical and functional characteristics of the FOLIO platform, in addition to highlighting the areas of benefiting from open-source software in improving information services in university libraries in the UAE, such as (The central library at Al Wasl University in Dubai) as a model, it used the case study approach and procedures from the descriptive and survey method to study these areas through the objectives and questions. The study concluded with the necessity of adopting an open-source software culture in public and university libraries in particular because, in our view, they are two sides of the same coin, where vision, mission and objectives are harmonious. For all the previous points, this soapbox has both of world and Arabian support, and the study recommends full support for university libraries to develop their strategies through open-source software. This will enable them to overcome the quick digital change challenges.
