المستخلص: - في سياق التحولات السوسيوقتصادية التي شهدتها بلادنا في الفترة الأخيرة والتي استتبعتها مجموعة من الآثار السلبية لا على المستوى الصحي ولا الاقتصادي ولا الاجتماعي، بادرت المملكة بالقيادة الرشيدة لصاحب الجلالة محمد السادس باتباع خطوات إصلاحية، اندرجت حول إبراز إصلاح شمولي للنموذج التنموي الجديد والذي كان له صدى على مستوى التوجه الحقوقي، ومن هنا اقترحنا معالجة هذا الموضوع من المنظور المؤسساتي وفق دراسة تحليلية لما جاء به مختلف الفرقاء الاجتماعيين من سياسيين وأحزاب ومجتمع مدني من تقارير وتوصيات ومقترحات وإحصائيات المختلف المؤسسات الدستورية وهيئات الحكامة، وخضنا من خلال هذا البحث دراسة ننستخلص من خلالها معالجة ظاهرتي "جائحة كورونا" من جهة والتضخم الاقتصادي نتيجة الحرب الروسية الأوكرانية من جهة أخرى، والانعكاسات السلبية والتحديات الاقتصادية ورهان المجتمع المغربي على تعزيز وتطوير مخطط النموذج التنموي الجديد وفق صيغته الجديدة وهي "الدولة الاجتماعية والجهوية المتقدمة". - عالجنا هذا الموضوع عبر المقاربة الحقوقية والمؤسساتية من خلال إبراز دراسة تحليلية لتقارير سنوية وموضوعاتية المؤسسات رسمية ومناقشة ما جاء من إحصائيات تنطبق على الواقع المعاش والذي يعد غيض من فيض حول ما نراه من تدني للقدرة الشرائية للمواطنين وعدم مسايرة أسلوب الحياة العصرية والتي تفرض نفسها بقوة عبر من جهة وسائل الإعلام ومن جهة أخرى السياق العام للنظام العالمي الجديد. - فمن خلال استعراضنا للتقارير الصادرة عبر مختلف المؤسسات الوطنية وعلى رأسها المجلس الوطني لحقوق الإنسان، استطعنا وضع الأصبع على الجرح الذي خلف من ورائه تجسيد الخروقات الحقوقية الواردة بهذا الجانب عبر وضع مقترحات وتوصيات يمكن أن تعزز ما جاء به النموذج التنموي الجديد وتطلعاته نحو تحسين الوضع الاقتصادي عبر الخروج من أزمة التضخم وتحقيق التنمية الاقتصادية التي تجعل من المغرب بلدا رائدا على مستوى تخطي الأزمات و الانفتاح نحو مستقبل أفضل.

In the context of the socio-economic transformations that our country witnessed in the recent period, which were followed by a set of negative effects, neither on the health, nor on the economic or social level, the Kingdom took the initiative, under the wise leadership of His Majesty Mohammed VI, to follow reform steps, which revolved around highlighting a comprehensive reform of the new development model, which It had an impact on the level of the human rights orientation, Hence, we proposed to address this issue from an institutional perspective, according to an analytical study of the reports, recommendations, proposals, and statistics of various social parties, including politicians, parties, and civil society, and statistics for various constitutional institutions and governance bodies. During which it addresses the phenomena of the "Corona pandemic" on the one hand and "economic inflation as a result of the Russian-Ukrainian war" on the other hand, and the negative repercussions and economic challenges and the Moroccan society's bet on strengthening and developing the scheme of the new development model according to its new formula, which is the "social and regional state". advanced". We addressed this issue through the legal and institutional approach by highlighting an analytical study of the annual and thematic reports of official institutions and discussing the statistics that apply to the lived reality, which is the tip of the iceberg about what we see of the decline in the purchasing power of citizens and the failure to keep up with the modern lifestyle. Which imposes itself strongly through on the one hand the media and on the other hand the general context of the new world order. Through our review of the reports issued by the various national institutions, led by the National Council for Human Rights, we were able to put the finger on the wound that left behind the embodiment of the human rights violations mentioned in this aspect by putting forward proposals and recommendations that could enhance what the new development model and its aspirations for Improving the economic situation by getting out of the inflation crisis and achieving economic development that makes Morocco a pioneering country in terms of overcoming crises and opening up towards a better future.
