يقدم هذا البحث دراسة جادة حول الحماية الدولية للمياه أثناء الاحتلال الحربي، موضحًا هذا الأمر في نموذج حي بيننا يتمثل في حالة فلسطين؛ لذا فقد جاء المبحث الأول موضحًا ماهية الحقوق المائية في فلسطين، وذلك من خلال مطلبين تحدث الأول عن الموارد المائية الفلسطينية، أما الثاني فقد ناقش واقع المياه في فلسطين، في حين جاء المبحث الثاني مبينًا التنظيم القانوني للحقوق المائية، ومسؤولية الاحتلال عن المياه الفلسطينية، من خلال بيان دور القانون الدولي في حماية موارد المياه خلال النزاع المسلح، ومسؤولية الاحتلال عن استغلال الحقوق المائية للفلسطينيين، كذلك واقع الحقوق المائية للفلسطينيين، واستغلالها، واستخدم البحث لمنهج التحليلي للقوانين الدولية التي نظمت الحقوق المائية لا سيما أثناء الاحتلال الحربي، وتوصل البحث إلى نتائج أهمها أن إسرائيل لا تزال تستخدم مياه النهر وفق مصالحها واحتياجاتها الخاصة، دون الاهتمام بدول المصب الأخرى كما أن الصراع على المياه بين فلسطين وإسرائيل هو صراع تاريخي ويجب على الأطراف الإقليمية والدولية الاستعداد له، لما له من تداعيات سواء على المستوى الدولي أو الإقليمي، ومن ثم يتحمل الاحتلال الإسرائيلي مسؤولية الجرائم المرتكبة ضد الحقوق والموارد المائية في فلسطين، لتشمل المسؤولية الجنائية في القانون الدولي والوطني.

It is historic, and regional and international parties must prepare for it, because of its repercussions, whether at the international or regional level. Hence, the Israeli occupation bears responsibility for crimes committed against water rights and resources in Palestine, to include criminal liability in international and national law.
