المستخلص: تعد الإدارة فكر وتصور وأسلوب حياة، ونظام للقيم وفهم لطبيعة الناس، وإدراك لسيكولوجية المجتمعات لذا فهي مطالبة أن تتوافق مع التراث الحضاري للمجتمع لا أن تتنافر معه، ضمن جوهر هذا الإطار كان هدف هذه الدراسة متمحورا حول الإدارة العامة في الأردن معنى ومضمونا ومكونات ودورا في بناء الدولة؛ لمعالجة إشكالية عدم وضوح هذا الدور في الأوساط العلمية بسبب ضبابية المفهوم وهلامية المكونات في أذهان الكثير من الباحثين. جاءت هذه الدراسة وبينت بمنهجها الاستقرائي التحليلي المعنى العلمي للإدارة العامة في الأردن خلال الفترة (1921-1927) كنشاط هادف صادر من مجموعة متعاونة وفق تشريعات ناظمة للعمل في المجالات التنفيذية والتشريعية والقضائية، وتمخض عنها خصائص مميزة لها في تلك الفترة تمثلت في وضوح أهدافها، وعملياتها الإدارية، وشرعيتها، وطبيعة صلاحياتها تنفيذيا واستشاريا وتشريعيا، واقتدارها على التعامل مع تدخلات الانتداب البريطاني. ثم توصلت بعد مناقشة فرضياتها وتحليلاتها إلى إبراز دورها المحوري في تأسيس الدولة وبنائها وفق الرؤى الحديثة لبناء الدول.

Management is thinking and perception and way of life, and a system of values and understanding of the nature of people, and awareness of the psychology of communities so they are required to be consistent with the cultural heritage of the community not to repel him, within this framework The objective of this study centered on public administration in Jordan, the meaning, content, components and role in nation-building; to address the problem of lack of clarity of this role in the scientific community because of blurring the concept and the gel components in the minds of many students and scholars. This study showed by " Analytical Inductive Approach" meaning of public administration in Jordan as an activity targeted by a group cooperating in accordance with legislation governing the work in the areas of executive, legislative and judicial branches, and produced distinctive characteristics in that period was the clarity of objectives, and administrative operations, and legitimacy, and the nature of its terms of reference executive consultative and legislative, and competence to deal with the interventions the British Mandate. Then reached after discussion of assumptions and analysis to highlight its central role in the establishment of the State and construction according to the visions of the modern nation-building.
