|a من الملفت للنظر هو تلك الظاهرة التي يواجهها الدبلوماسي في تاريخ الدول من حين إلى آخر، ألا وهي احتمالية: التناقض بين الهيبة أولا والرسالة ثانيا. سيما إلى ترتيب ما يضمن لها المكانة المتميزة إلى أطول فترة ممكنة ولأن الدبلوماسية تتكون في الممارسة- التأثير- ومن خلالها فهي المقربة أو حلقة الوصل بين هذين التناقضين. وأن تعددية الاستراتيجيات لا تمنح السياسة إجازة للدبلوماسية كونها تقود العلاقات مع الحلفاء والمحايدين وهي سلسلة ضمنية الضغط في نظر الآخر، سواء من خلال تهديد بالدمار أو من خلال فتح منفذ للسلام. من الضروري أن تتخلى الدبلوماسية العراقية عن شواغل وأعباء لا طاقة لها على التزامها وان تلجأ إلى توسيع مظاهر الأداء الدبلوماسي بقصد إيجاد روافد تراكم لمعالجتها، وتوحيد مواقفها وبما يقود بالنتيجة إلى أن ترتفع مكانة ودورا، رؤية وأداءا إلى مرتبة الفعل المؤثر دبلوماسيا أو القيادة في المناورات الدبلوماسية.
|b What is striking is the phenomenon that one encounters in the history of states from time to time, in the sense of possibility: the contradiction between prestige first and mission second. Especially to arrange what guarantees it a privileged position for as long as possible and because diplomacy consists in practice- influence- and through it it is the closest or link between these two contradictions. The plurality of strategies does not prevent politics from permitting diplomacy because it leads relations with allies and neutrals, a chain that implies pressure in the eyes of the other, whether through the threat of destruction or by opening an outlet for peace. It is necessary for Iraqi diplomacy to abandon the concerns and burdens that it has no capacity to commit to but to resort to expanding the manifestations of diplomatic performance in order to find tributaries of accumulation to address them, and unify their positions and lead as a result to rise in status and role, vision and performance to the rank of influential act diplomatically or leadership in diplomatic maneuvers.
