المستخلص: Specialized administrative jurisdictions are exceptional bodies created by specific legal provisions to resolve particular conflicts, such as disciplinary and electoral disputes. These bodies function in two ways: administrative actions in their ordinary form, subject to administrative appeal in front of the competent administrative court, and "quasi-judicial" actions, subject to cassation appeal in front of the Council of State. They combine both administrative and judicial aspects. These jurisdictions differ from independent administrative authorities and diverge from ordinary administrative courts and specialized criminal judicial bodies. They have been clearly established in France, where the French Council of State has accepted their presence through various decisions. However in Algeria the concept of specialized administrative jurisdictions has a legislative origin, as the legislator has not explicitly clarified their existence.
