|a إن مشكلة مجلس الأمن التابع للأمم المتحدة تنبع بأنه "ناد" مصغر وحصري وسلطاته غير مقيدة، مع عدم وجود التمثيل الدولي الحقيقي وسلطة حق النقض هي هيمنة الأعضاء الدائمون، والهدف الرئيسي من الدراسة هو التحقيق في النظرة العامة على العضوية الدائمة في مجلس الأمن التابع للأمم المتحدة، وفحص الاتجاه المقلق لهذه الهيمنة ومشكلة التوسع، المنهجية هي في الأساس وصفية تحليلية، توظف الورقة نظرية سياسة القوة كأداة للتحليل. وأحد النتائج الرئيسية هي أن هناك هيمنة عالمية للأعضاء الدائمون في مجلس الأمن، وهؤلاء يمنعون الدول الأعضاء في الأمم المتحدة التي تسعى إلى التوسع أو تتنافس على مقعد دائم، من خلال حق الفيتو، توصي هذه الورقة بتوسيع تمثيل مجلس الأمن التابع للأمم المتحدة حيث تشمل أفريقيا والدول الأخرى للتمثيل العادل في مجلس الأمن التابع للأمم المتحدة.
|b The problem with the UN Security Council is that it is a miniature, exclusive 'club' with unfettered powers, with no real international representation and veto power dominated by permanent members. The main objective of the study is to investigate the general outlook on permanent membership in the UN Security Council. For the United Nations, examining the disturbing trend of this hegemony and the problem of expansion, the methodology is essentially descriptive-analytical, the paper employs the theory of power politics as a tool of analysis. One of the main findings is that there is a global dominance of permanent members of the Security Council. These prevent UN member states seeking expansion or competing for a permanent seat through veto power. This paper recommends expanding the representation of the UN Security Council to include Africa and other countries. The other for fair representation in the United Nations Security Council.
