المستخلص: Humman rights have a wide concept. What is important in this concept is the availability of human life basics of living; inhabitance and freedom; and not to use violence and oppression against him. Legally the law system keeps these rights and establishes security. These rights are political, social, economic and cultural. This system also includes peoples right of self-determination, including the rights of religious and ethnic minorities, and condemning dividing and discrimination. Human rights were and are still resulted from the accumulated struggle of human along hundreds of years.They have existed since human existence.Though some philosophers emphasize that this concept was resulted from the idea of natural law whose source is considered the nature and is discovered by mind like potential justice and equality in one's self, we find that the philosophers and thinkers have included in their conceptual theses and social theories, the concept of human rights with all its dimensions, especially policy because it is one of the important life pillars which can affect the economic, social and cultural sides of life. The researcher has concluded many results through what the opinions of the social bond theory pioneers have included, which contributed to crystallizing human rights as follows: 1-This theory represented the theoretical level to move from the political legality which depended on the church and justified its power, or rather its domination by a name of transcendent, though the theory emerged from the theory of divine right in ruling through long interpreting struggle which resulted in differentiating between higher spiritual authority obtained from Allah and secular authority obtained from people which was formed and established through the bond that stipulates the concept of people sovereignty.
