|a إن الحماية الجنائية لثروات الشعب العراقي في ظل الاتفاقية الأمنية العراقية الأمريكية بعد عام ۲۰۰٣ من خلال إجراء مقارنة تحليلية بين القانون العراقي والقوانين الدولية ولأسباب كحجم السرقات التي ارتكبها الاحتلال ومحاولة السيطرة على حقول النفط العراقية، حيث يملك العراق أكبر مخزون احتياطي للنفط بعد السعودية وتتراوح احتياطاته النفطية ما يقرب من ٢٠٠ مليار برميل، أي ما يعادل ١٥% من كل الاحتياطات العالمية يعتبر ملف إعمار العراق، من الأكثر فسادا في العالم، فبالرغم من مليارات الدولارات التي صرفت عليها منذ عام ۲۰۰۳، ما زالت البلاد تعاني من تدهور في البنى التحتية وكافة المجالات الأخرى كالصحة والتعليم. وإن الولايات المتحدة تحاول حاليا سد الفراغ في برنامج النفط مقابل الغذاء، والذي كان يعتمد على قيام الحكومة العراقية بتصدير البترول وفق العقود التي توقعها بموافقة الأمم المتحدة، أن تحديد الجرائم المرتكبة بحق ثروات الشعب العراقي والولاية القضائية للقانون العراقي والأمريكي جاء وفقا لاتفاقيات.
