المستخلص: Based on the nature of the state's obligation to compensate the victims in reserve, and the fact that this obligation is an exception to the rule, therefore, based on the jurisprudential rule that states that it is not permissible to expand the exception, especially in such cases, since the matter is related to public funds, with the aim of protecting them accurately from all fraudulent methods. Accordingly, the state may encounter several difficulties while fulfilling its obligations that may make it unable to fulfill them, which may affect the rest of its obligations towards society. Therefore, the state must clearly define the scope of compensation in terms of persons. In this research, we discuss the victim as the person most affected by the crime in the first section, in addition to other persons other than the victim who are entitled to claim it in the second section.
