The proliferation of e-government systems has revolutionized public service delivery, enhancing efficiency and accessibility. However, the increased dependence on digital platforms has also heightened cybersecurity risks. This study examines the cybersecurity challenges faced by e-government systems in Libya and proposes a comprehensive framework to enhance their security posture. Recent literature and case studies from similar contexts are reviewed to inform the framework, which includes technical, organizational, and policy recommendations. The findings emphasize the need for a multi-layered approach to cybersecurity that integrates advanced technological solutions, continuous professional development, and robust policy frameworks.
