|a يشهد العالم حالياً تزايد مستوى الوعي بحقوق ذوي الإعاقة. إذ تشجع اتفاقية الأمم المتحدة المعنية بحقوق الأشخاص ذوي الإعاقة والتي صدقت عليها 185 بلداً، دمجهم الكامل في مجتمعاتهم، وتوفير إطار عمل مهم لتعزيز الإدماج وتعزيز تكافؤ الفرص للأشخاص ذوي الإعاقة، كما ينص جدول أعمال التنمية المستدامة لعام 2030 صراحة أنه لا يجوز أن تكون الإعاقة سببا أو مبرراً لعدم القدرة على الاستفادة من برامج التنمية أو إعمال حقوق الإنسان. وتهدف هذه الورقة إلى رصد قضايا المرأة ذات الإعاقة في المجتمع المصري، لكشف ماهية المرأة ذات الإعاقة، وأسباب الإعاقة وأنواعها والتحديات التي تواجهن والتي تشمل: تحديات أسرية، اجتماعية، اقتصادية، خدمية، ثقافية، تعليمية، وصحية. وأخيراً استراتيجية الحماية والتمكين للمرأة ذات الإعاقة لرسم خريطة لتعزيز الاستثمار البشري لقدرتهن وهو ما يتطلب من الحكومة والمجتمع المدني والوكالات الدولية والأوساط الأكاديمية ضرورة التعاون من أجل تحسين جودة حياة ذوي الإعاقة وأسرهم. وتبني رؤية واحدة نحو " عالم يتيح لجميع الأفراد أن يتمتعوا بحياة صحية مع إشراك وتمكين ذوي الإعاقة وتعزيز قدراتهم الذاتية.
|b The world is currently witnessing a growing level of awareness of the rights of persons with disabilities. The United Nations Convention on the Rights of Persons with Disabilities, ratified by 185 countries, encourages their full inclusion in their societies and provides an important framework for promoting inclusion and promoting equal opportunities for persons with disabilities. The 2030 Agenda for Sustainable Development explicitly states that disability shall not be a reason or justification for the inability to benefit from development programs or the realization of human rights. This paper aims to monitor the issues of women with disabilities in Egyptian society, to reveal the nature of women with disabilities, the causes and types of disability, and the challenges they face, which include: family, social, economic, service, cultural, educational, and health challenges. Finally, the protection and empowerment strategy for women with disabilities to draw a map to enhance human investment in their capabilities, which requires the government, civil society, international agencies and academic circles to cooperate in order to improve the quality of life of people with disabilities and their families. And adopt a single vision towards "a world that allows all individuals to enjoy a long and healthy life, while involving and empowering people with disabilities and enhancing their own capabilities.
