تهدف الدراسة لوضع نموذج كفايات مهنية مقترح لحكام الكاراتيه وفقا لقانون الاتحاد الدولي، واستخدم الباحث المنهج الوصفي في الدراسة، كما استخدم الاستبيان كأداة لجمع البيانات، وتمثلت العينة في (۹۷) فرد من أعضاء هيئة التدريس بالجامعات والحاصلين على درجة الدكتوراة في الكاراتيه، أعضاء اللجان المحلية والقارية والدولية لتحكيم الكاراتيه، الحكام الدوليين، للموسم الرياضي ۲۰۲۲/ ۲۰۲۳ وكانت أهم النتائج: تشمل أهم الكفايات التخصصية في حصول الحكم على أحد المؤهلات الرياضية أو الدورات الأساسية لنقابة المهن الرياضية أو الدورات التخصصية في الرياضة، وإجادته لأحد اللغات الأولمبية الثلاث وحصوله على الدورة الأساسية للحكام واجتياز اختبارات الترقي ودورات الصقل الإلزامية، حضور ٥٠% على الأقل للبطولات الرسمية والتنشيطية سواء معين بها أم لا، وإنهاء الدرجات التحكيمية قبل الانتقال للشارات القارية أو الدولية، كذلك الاطلاع الدائم على القانون وتعديلاته ومتابعة القرارات التحكيمية الخاصة. وتعتبر أهم الكفايات الشخصية للحكم هي الإيمان بدوره في تطوير اللعبة وضبط النفس والتحكم في انفعالاته وتصرفاته مقبولة داخل وخارج الملعب والتزامه بأخلاقيات وميثاق شرف المهنة، كذلك اجتيازه لاختبارات القوام وتقديم شهادة صحية معتمدة واجتياز الاختبار البدني عند الالتحاق بالتحكيم أو الترقي. كما تتمثل أهم الكفايات الإدارية للحكم في حصوله على دورات الحاسب الآلي والتحول الرقمي حتى يمكنه مواكبة التحكيم الإلكتروني، ودرايته بلوائح الاتحادين المصري والدولي تجنبا للعقوبات والالتزام بالخطط والبرامج الزمنية الموضوعة. ويوصي الباحث بضرورة الاستعانة بالنموذج المقترح للكفايات المهنية كأسلوب لتطوير الحكام، تحديد الاحتياجات التدريبية باستمرار، توفير منصة تدريب خاصة بالحكام للاطلاع على المستجدات في القانون، وضع معايير محددة ومعلنة لاختيار الحكام أو ترقيتهم أو ترشيحهم للبطولات الخارجية، تبني مشروع (الحكم الأولمبي) ببرامج إعداد طويلة المدى، تذليل العقبات في إجراءات السفر، تقديم مقترح بتعديل اللائحة المالية لتتناسب مع الجهد المبذول للحكام، تقديم برامج لغة وحاسب إلى مجانية لجميع الحكام استعدادا للتمثيل الدولي ومواكبة التطور في اللعبة.
The study aims to A proposed Model for Professional Competencies to Karate Referees in Accordance to Rules of World Federation, The researcher used the descriptive approach, and a questionnaire as a tool for collecting data. The sample consisted of (97) individuals from the teaching staff at universities who hold PHD in karate, members of local & continental & World Referees committees, World karate referees, in 2022/ 2023 and the most important results: The most important specialized competencies for a referee include obtaining one of the sports qualifications, basic courses of the Sports Professions Syndicate, or specialized courses in sports, being proficient in one of the three Olympic languages, obtaining the basic course for referees, passing the mandatory promotion tests and polishing courses, attending at least 50% of official and refreshing tournaments, whether specified. Whether or not they have it, and completing the arbitration grades before moving on to continental or international badges, as well as constantly reviewing Rules and its amendments and following up on special arbitration decisions. The most important personal competencies of a referee are belief in his role in developing the game, self-control, control of his emotions, and acceptable behavior on and off the field, and his commitment to the ethics and code of honor of the profession, as well as his passing physical fitness tests, presenting an approved health certificate, and passing the physical test upon joining arbitration or being promoted. The most important administrative competencies for the referee are his access to computer and digital transformation courses so that he can keep up with electronic arbitration, and his knowledge of the regulations of the Egyptian and international federations to avoid penalties, Commitment to established plans and timetables. The researcher recommends the necessity of using the proposed model of professional competencies as a method for developing referees, constantly identifying training needs, providing a special training platform for referees to stay informed of developments in the Rules, setting specific and announced criteria for selecting, promoting or nominating referees for Outside tournaments, adopting the (Olympic Referee) project with long-term preparation programs, Overcoming obstacles in travel procedures, submitting a proposal to amend the financial regulations to suit the efforts exerted by referees, providing free language and computer programs for all referees in preparation for international representation and keeping pace with developing the game.
