|a تسعى هذه الورقة إلى استكشاف دور الحوكمة التشاركية في سياق الإدارة المحلية كنموذج متكامل قائم على توزيع الأدوار وتشكيل العلاقات بين الفواعل الأساسية والأطراف ذات الصلة ودوره في تحسين نتائج مشروعات التنمية المستدامة. هذا من خلال بناء إطار يعظم الاستفادة من شركاء التنمية مع الحكومات المحلية كمنظمات المجتمع المدني والقطاع الخاص والمنظمات الدولية، بشكل يسمح بمشاركة فعالة لهم في مشروعات التنمية المستدامة. وتعتمد الدراسة على المنهج الوصفي التحليلي في التعرف على مفهومي الحوكمة التشاركية للإدارة المحلية، كما ستتم الاستعانة بمنهج نظرية الدور لتحديد الأدوار المختلفة للأطراف والفواعل الأساسية وتعظيم الاستفادة منها في مشروعات التنمية المستدامة، وبحث سبل تفعيل آليات المشاركة الفعالة لها. وتشير النتائج المتوقعة لنموذج الحوكمة التشاركية المقترح إلى قدر كبير من الاستفادة المتحققة للإدارة المحلية في تحسين مشروعات التنمية المستدامة في مرحلة الإعداد والدعم الكبير في تنفيذها أيضا، ناهيك عن تحقيق مبادئ المساواة والشفافية والمساءلة والاستجابة والرقابة الفعالة لتلك المشروعات.
|b This paper seeks to explore the role of participatory governance in the context of local administration as an integrated model based on the distribution of roles and the formation of relationships between the main actors and relevant parties and its role in improving the results of sustainable development projects. This is through building a framework that maximizes the benefit of development partners with local governments, such as civil society organizations, the private sector, and international organizations, in a way that allows for their effective participation in sustainable development projects. The study relies on the descriptive and analytical approach to identify the concepts of participatory governance for local administration. The role theory approach will also be used to identify the different roles of the parties and the main actors and maximize their benefit in sustainable development projects and discuss ways to activate mechanisms for their effective participation. The expected results of the proposed participatory governance model indicate a great deal of benefit to the local administration in improving sustainable development projects in the preparation stage and great support in their implementation as well, not to mention achieving the principles of equality, transparency, accountability, responsiveness and effective oversight of those projects.
