|a هدفت هذه الدراسة إلى: تقديم تحليل لمظاهر الاختلالات الهيكلية في الاقتصاد العراقي والكشف عن أسبابها لغرض تصحيح المسار في إطار سياسات اقتصادية لتنمية القطاعات الإنتاجية الحقيقية وتقليل الاعتماد على عوائد النفط. واستخدمت الدراسة: المنهج الوصفي التحليلي باعتباره الأنسب لهذا النوع من الدراسات، حيث تم الاستناد إلى الكتب والدوريات والمعلومات من شبكة المعلومات الدولية للحصول على البيانات بهدف تحقيق أهداف البحث والوصول إلى النتائج. وتوصلت الدراسة إلى عدد من النتائج، من أهمها، ما يلي: إن غياب الرؤية الحكومية الموحدة المتناغمة والمتفق عليها حول وجهة العملية التنموية، نتيجة لغياب الرؤية المشتركة والبرنامج المشترك، وضعف التعاون والفهم المتبادل بين الدولة والقطاع الخاص، قد أعطيا الأرجحية للنموذج الريعي الليبرالي التابع الذي فرضه الاحتلال الأمريكي في عام ٢٠٠٤، ودعمه البنك الدولي وصندوق النقد الدولي وبقية مؤسسات المجتمع الدولي.
|b The aim of this research is to provide an analysis of the manifestations of structural imbalances in the Iraqi economy and to reveal their causes in order to correct the path within the framework of economic policies to develop the real productive sectors and reduce dependence on oil revenues, and the research used the descriptive analytical approach as the most appropriate for this type of studies, where: The absence of a unified, harmonious and agreed government vision on the direction of the development process, as a result of the absence of a common vision and a common program, and the weakness of cooperation and mutual understanding between the state and the private sector, have given preference to the Liberal rentier model imposed by the American occupation in 2004, and supported by the World Bank, the International Monetary Fund and the rest of the institutions of the international community.
