|a في ظل تفاقم الأوضاع المعيشية في الأراضي الفلسطينية المحتلة بسبب سياسة الاحتلال الإسرائيلية، والاستيطان والتهويد، والحصار المحكم على قطاع غزة منذو سنوات طويلة، قد أفقده الاتصال بباقي الأراضي الفلسطينية خاصة والعالم الخارجي عامة، وقد أدى الى رفع نسب البطالة والفقر وشح في المواد التموينية والطبية، مما ينذر بكارثة إنسانية قد تحل في أي وقت بسكانه (۲ مليون نسمة)، فضلا على الحروب الإسرائيلية، التي دمرت البنية التحتية لقطاع غزة، وأحدثت أضرار بيئية جسيمة، وأنهكت اقتصاده واستنزفت كل طاقاته، فرغم كل هذه المعاناة وتشرذم الوضع الفلسطيني بسبب الانقسام الداخلي بين شطري الوطن (الضفة الغربية وقطاع غزة)، فالشعب الفلسطيني لم ييأس وحاول مرارا وتكرارا وضع خطط وبرامج تنموية للنهوض بالمجتمع الفلسطيني والتخلص من التبعية والاعتماد على ذاته، رغم فشل تطبيقها على أرض الواقع. وبناء على ما سبق مطلوب من الجهات المعنية الرسمية والمجتمع المدني ككل إيجاد إستراتيجية تنموية مستقبلية طويلة المدى لإنقاذ الأوضاع المعيشية المتردية تكون كفيلة الحماية البيئة في الأراضي الفلسطينية.
|b In light of the worsening living conditions in the occupied Palestinian territories due to the policy of settlement, Judaization and the Israeli occupation, which imposes a controlled siege on the Gaza Strip for many years, it has lost contact with the rest of the Palestinian territories in particular and the outside world in general. It portends a humanitarian catastrophe that may strike at any time its population (2 million people), as well as the Israeli wars, which destroyed the infrastructure of the Gaza Strip, caused severe environmental damage, exhausted its economy and drained all its energies. Despite all this suffering and the fractiousness of the Palestinian situation due to the internal division between the two parts of the country (the West Bank and the Gaza Strip), the Palestinian people did not despair and repeatedly tried to draw up development plans and programs to advance the Palestinian society and get rid of dependence and self-reliance, despite the failure to implement them on the ground. Based on the foregoing, the official concerned authorities and civil society as a whole are required to find a long-term future development strategy to save the deteriorating living conditions and be able to protect the environment in the Palestinian territories.
