المستخلص: The study aims to identify the policy impact of encouragement industrial investment on economic development. As this study seeks to provide solutions and foundations for many of the difficulties that may face investment in the industrial sector to achieve economic development in the country. Furthermore, this study will focus on the positive aspects of investment in Aden City. To achieve this, the study was divided into three disciplines. The first discipline investigated the investment in general, while the researcher on the second discipline discussed investment in the industrial sector in Aden City. The third discipline examined the economic development. This study has concluded a set of results, the most important of which are as follows: Lack of an effective role of the government in concern encouraging investment in the industrial sector and lack of interest in providing facilities for investors to provide large areas suitable for investment as well as clarifying the regulations related to customs tax policies. The study also came out with a number of recommendations, the most important of which are listed as follows: Create an appropriate environment for industrial investment by amending legislation and regulations related to tax and customs policies, as well as industrial loan interest rates, expansion, diversity of investment incentives especially high-tech, labor-intensive industries, and exempting machinery, equipment as well as spare parts necessary for industrial projects from customs duties.
