المستخلص: يهدف البحث إلى التعرف على أشكال الفساد الإداري في نظام المملكة العربية السعودية والكيفية المتبعة في مكافحته؛ من خلال تطبيق القانون والتجريم والتدابير الاحترازية، بالإضافة إلى تحديد أوجه القصور الموجودة في النظام السعودي لمكافحة الفساد الإداري، والطرق اللازمة لمعالجتها. تم استخدام المنهج الوصفي التحليلي؛ وذلك من خلال عرض ومناقشة النصوص القانونية في الأنظمة السعودية ذات العلاقة، وبناء عليه تم تناول ثلاثة مباحث رئيسة: المبحث الأول: الفساد الإداري في النظام السعودي الذي تضمن مطلبين؛ صور الفساد الإداري في النظام السعودي، وأساليب مكافحة الفساد الإداري في النظام السعودي، والمبحث الثاني: حكم الفساد الإداري وعقوباته في النظام السعودي، والذي تضمن مطلبين: حكم الفساد الإداري في النظام السعودي، وعقوبات الفساد الإداري في النظام السعودي، والمبحث الثالث: الإجراءات المتخذة لمكافحة الفساد الإداري في النظام السعودي والذي تضمن مطلبين هما: إجراءات مكافحة الفساد الإداري، والجهات المعنية بمكافحة الفساد الإداري. وقد توصلت نتائج الدراسة إلى الكشف عن أسباب شيوع الفساد الإداري، والتي تمثلت بضعف العوامل السياسية والاقتصادية، واستغلال المنصب والمحسوبية، كما بينت نتائج الدراسة بأهمية وسائل الإعلام في التقليل أو الحد من أشكال الفساد الإداري، وأهمية وجود اللجان المختصة التي من خلالها يمكن الاستدلال على أشكال الفساد الإداري، ووجود علاقة بين الفساد المالي والإداري في الأجهزة الحكومية، ولكن الفساد الإداري أكثر انتشارا. وبناءا على هذه النتائج، تم تقديم عدد من التوصيات أهمها: إبراز مشكلات الفساد الإداري بصورها المتعددة نظريا من خلال الدراسات والأبحاث، وعمليا من خلال تفعيل دور الإعلام المقروء والمسموع لتوعية المواطنين والمقيمين بالفساد الإداري بصورة المتعددة والجرائم المترتبة عليها.

The paper aims to investigate the types of administrative corruption in the Kingdom of Saudi Arabia and how to combat it through implementing law, criminalization, and precautionary tasks, in addition to identify the shortcomings in the Saudi system to counter administrative corruption, and ways to address them. The descriptive analytical method was used by presenting and discussing the legal texts in the relevant Saudi administrative systems. Accordingly, three main topics were argued: First; administrative corruption in the Saudi system, which included two demands: types of administrative corruption in the Saudi system, and methods of combating administrative corruption in the Saudi system; the second topic: the rule of administrative corruption and its sanctions in the Saudi system, which included two demands: the rule of administrative corruption in the Saudi system, and sanctions of Administrative corruption in the Saudi system, and the third topic: the procedures taken to combat administrative corruption in the Saudi system, which included two demands: procedures for combating administrative corruption, and those concerned with combating administrative corruption. The results of the study revealed the causes of the prevalence of administrative corruption, which was represented in the weakness of political and economic factors, and the exploitation of the job- position and favoritism, Also the results of the study showed the importance of the media in reducing the types of administrative corruption, beside the importance of the existence of specialized committees through which the types of administrative corruption can be inferred, and there is a relationship between financial corruption and administrative corruption in government agencies, but administrative corruption is more widespread. Based on these results, a number of recommendations have been made: theoretically, to raise the problems of administrative corruption in its multiple ways, through studies and research, and practically by activating the role of read and audio media to educate citizens and residents about administrative corruption and the multiple crimes resulting from it.
