|a تعد أزمة النزوح من بين أكثر الأزمات أثرا وتأثيرا في مسارات التنمية واستدامتها وعلى الرغم من تعدد وتباين أسبابها ما بين إعمال العنف والإرهاب والذي سيطر على معظم دول العالم، وأسباب بيئية وأخرى اجتماعية واقتصادية، إلا أنها تصب في نتيجة واحدة إلا وهي تفكك النسيج الاجتماعي في ظل غياب السلم المجتمعي، وانتشار ظاهره الفقر ودخول العديد من النازحين في دائرة الفقر، مما يتطلب جهودا كبيرا من قبل الحكومة الوطنية والشركاء الدوليين للحد من انتشار هذه الظاهرة ووضع قوانين دولية تضمن حقوق النازحين وتؤسس لحمايتهم وفق قانون حقوق الإنسان، لدعم أهداف وغايات التنمية المستدامة ۲۰۱٥- ۲۰۳۰، ومن هذا المنطلق افترضت الدراسة وجود وثيقة الإطار العام لخطة إعادة الأعمار وتنمية المناطق المتضررة من العمليات الإرهابية.
|b The displacement is considered as of the most serious crisis because it has effects and impacts on different aspects of development and its sustainability, Although the causes of displacement are originated from different sources such as violence and terrorism or environmental, social, and economic causes, but eventually all of them lead to society impairment and to increase poverty as many of displaced people will enter the poverty circle. These results require substantial efforts by central government and its international partners in order to limit distribution of the displacement phenomenon, establish international laws that ensure the human and essential rights of displaced people, and support achievement the targets and objectives of 2015- 2030 sustainable development. From this point of view, we can discuss the phenomenon of displacement as it has become a structural crisis which exacerbated the material damage and losses suffered by the economy as a result of backwards of economic development.
