|a لا شك أن العقوبات المستهدفة (المحددة الهدف) تفرض على الدول أو الأنظمة السياسية التي تعد مصدرا للتهديد الدولي، والتي ترفض الخضوع للنظام العام للمجتمع الدولي، أو الأحلاف الدولية، أو بعض القضايا ذات المساس بالأمن الدولي، إذ تكمن أهمية الدراسة في البحث في موضوع العقوبات الدولية ولاسيما العقوبات المستهدفة (المحددة) التي باتت تشكل احدى أدوات السياسية الدولية للدول الكبرى تجاه الدول التي تختلف معها والتي تندرج في اطار السياسات الدولية الردعية والترهيبية، لتحقيق أهداف استراتيجية معينة، لذا فان مفهوم العقوبات المستهدفة (المحددة) ومدى فعاليتها في تحقيق الأهداف المنشودة تتوسم في ردع وإيقاف جموح الخصم في التوسع على حساب الغير، عبر العديد من التدابير السياسة والاقتصادية
|b There is no doubt that targeted: spec_ target, sanctions are imposed on countries or political systems that are considered a source of international threat, and that refuse to submit to the general order of the international community or international alliances or some issues that affect international security as the importance of the study lies in researching the issue of sanctions. International especially targeted_ specific sanctions, which have become one of the international political tools of major powers towards countries with which they disagree and which fall within the framework of international deterrence and intimidation policies to achieve certain strategic goals. Therefore the concept of targeted_ specific sanctions and the extent of their effectiveness in achieving the desired goals is characterized to deter and stop the opponents expansionism at the expense of others, through many political and economic measures.
