|a تندرج هذه الدراسة ضمن الدراسات الوصفية التحليلية التي تستهدف وصف وتحليل اطر واتجاهات تحديد طبيعة التأثير والتأثر في موازين القوى الدولية، وللإجابة على الإشكالية ما هو الغرض الفعلي من التدخلات الأجنبية (أمريكية- فرنسية) في منطقة الغرب الأفريقي؟ ويتفرع من التساؤل الرئيس التساؤلات، هل يأتي التدخل في إطار السياسات العليا للدول الأوربية؟ أم أن الغرض هو تأمين مصادر الطاقة والقضاء على الخطر القادم من الإسلام والمسلمين كأيدلوجية فكرية مناهضة للقيم الليبرالية الغربية؟ وقد برزت مالي كحالة مثيرة للاهتمام لأنها كانت أحدث دولة في إفريقيا شهدت انهيار نظام الدولة والتدخل الأجنبي المباشر اللاحق في شكل عسكري بعد بداية التحولات السياسية في المنطقة العربية. يمكن تصنيف الأدبيات السياسية المتاحة المتعلقة بالأنشطة الفرنسية والأمريكية في تلك الدولة بشكل أساسي على أنها ذات منحى يساري، وموجهة نحو الأمن ومكافحة الإرهاب، وبدرجة أقل موجهة نحو التنمية والبيئة.
|b This study concerns within the descriptive and analytical studies aimed at describing and analyzing frameworks and trends to determine the nature of influence and vulnerability in the international balance of power, and to answer the problem, what is the actual purpose of foreign (American-French) interventions in western of Africa? From the main question stems from the questions: Does the intervention come within the framework of the supreme policies of the European countries? Or is the purpose to secure energy sources and eliminate the danger coming from Islam and Muslims as an intellectual ideology opposed to Western liberal values? Mali stood out as an interesting case because it was the latest country in Africa to witness the collapse of the state system and the subsequent direct foreign intervention in the form of a military one after the onset of political transformations in the Arab region. The available political literature regarding French and American activities in that country can mainly be categorized as left-leaning, security and counterterrorism oriented, and to a lesser extent development and environmental oriented.
