المستخلص: استهدفت الدراسة وضع تصور مقترح يبرز مسئوليات واختصاصات الملحق الرياضي الدبلوماسي بمصر كوثيقة تشرح المسؤوليات والمهام المرتبطة بوظيفة الملحق الرياضي الدبلوماسي للدولة المصرية في المحافل الرياضية الدولية، لضمان فاعلية إداءه واتساقا مع السياسات العامة للدولة المصرية وأهمية الرياضة في تعزيز قوة الدولة المصرية وتحقيق أهداف سياستها الخارجية، واستخدم الباحث المنهج الوصفي بالأسلوب التحليلي لملائمته لتحقيق هدف البحث وطبيعة إجراءاته على عينة البحث والتي بلغت (١٤٢) فرداً، وتم اختيارها بالطريقة العمدية بلغت عينة البحث الاستطلاعية (۱۷) فرداً من إجمالي المجتمع الأصلي ومن خارج عينة البحث الأساسية، في حين بلغ قوام عينة البحث الأساسية (125) فرداً من إجمالي المجتمع الأصلي، واعتمد الباحث على استمارة الاستبيان المقترح (إعداد الباحث) كوسيلة لجمع البيانات الخاصة بهذه الدراسة، وكان من أهم نتائجها وضع تصور مقترح تبرز المسؤوليات والمهام كوثيقة تشرح المسؤوليات والمهام المرتبطة بوظيفة الملحق الرياضي الدبلوماسي للدولة المصرية في المحافل الرياضية الدولية وذلك على النحو التالي: 1. يكون التعيين في وظائف الملحقين الرياضيين وفقا للشروط والأحكام الصادرة بهذا الشأن ويصدر بالتعيين قرار من وزير الرياضة بالتشاور مع وزير الخارجية ويختص بالمسئوليات التالية....... ۱/۱ تنسيق الزيارات الرياضية الرسمية في الدولة المضيفة بناء على التوجيهات والتعليمات الواردة والأجندة الرياضية. ١/2 المشاركة في تنفيذ المهام والأنشطة الإدارية واللوجستية للفرق والمنتخبات الرياضية بناء على التوجيهات والتعليمات الواردة. ٢. يكون التعيين في وظائف الملحقين الرياضيين وفقا للشروط والأحكام الصادرة بهذا الشأن ويصدر بالتعيين قرار من وزير الرياضة بالتشاور مع وزير الخارجية ويختص بالمهام التالية... ٢/1 أداء عمله بكل أمانة وإخلاص والالتزام في سلوكه العام والشخصي بمقتضيات وظيفته والصفة التمثيلية. ٢/٢ عدم التدخل في الشئون الداخلية للدولة المعتمد لديها واحترام قوانينها وعاداتها وتقاليدها السائدة.

The study aimed to develop a proposed conception that highlights the responsibilities and competencies of the diplomatic sports attaché in Egypt as a document explaining the responsibilities and tasks associated with the function of the diplomatic sports attaché of the Egyptian state in international sports forums, to ensure the effectiveness of its performance and consistency with the general policies of the Egyptian state and the importance of sports in strengthening the strength of the Egyptian state and achieving its foreign policy goals, and the researcher used the descriptive approach in the analytical method For its suitability to achieve the objective of the research and the nature of its procedures on the research sample, which amounted to (142) individuals, and was selected in a deliberate way, the survey research sample reached (17) individuals from the total original community and from outside the basic research sample, while the strength of the basic research sample reached (125) individuals from the total community. The original and the researcher relied on the proposed questionnaire form (prepared by the researcher) as a means of collecting data for this study, and one of its most important results was the development of a proposed conception that highlights the responsibilities and tasks as a document explaining the responsibilities and tasks associated with the function of the diplomatic sports attaché of the Egyptian state in international sports forums, as follows: 1. Appointment to the positions of sports attachés shall be in accordance with the terms and conditions issued in this regard, and the appointment shall be issued by a decision of the Minister of Sports in consultation with the Minister of Foreign Affairs, and shall be subject to the following responsibilities....... 1/1 Coordination of official sports visits in the host country based on the directives and instructions received and the sports agenda. 1/2 Participate in the implementation of administrative and logistical tasks and activities for sports teams and teams based on the directives and instructions received. 2. Appointment to the positions of sports attachés shall be in accordance with the terms and conditions issued in this regard, and the appointment shall be issued by a decision of the Minister of Sports in consultation with the Minister of Foreign Affairs and shall be responsible for the following tasks. 2/1 Perform his work with all honesty and sincerity and abide by the requirements of his job and representative capacity in his public and personal conduct. 2/2/ Non-interference in the internal affairs of the country to which it is accredited and respect its laws, customs and prevailing traditions.
