|a تحرص الدول المختلفة على وضع النظم القانونية الكفيلة بضبط إيقاع التداول في سوق الأوراق المالية، من خلال اعتماد عدد من المبادئ والمعايير، الأمر الذي يبث الثقة في نفوس المستثمرين الوطنيين والأجانب ويجذبهم إلى الاستثمار في سوق الأوراق المالية، إلا أن الممارسات العملية للتعامل في السوق المصري للأوراق المالية تكشف عن العديد من الثغرات التي يمكن أن تهدد المستثمرين بل وتهدد البورصة بالكامل، ومن هنا يأتي أهمية وضع الضوابط والمبادئ والمعايير التي تضمن سلامة التعامل في سوق الأوراق المالية وتطورها بصفة مستمرة، إذا كانت كل دولة تحرص على وضع التشريعات الملائمة لسلامة المعاملات في سوق الأوراق المالية، إلا أن الأمر أخذ اهتماما من قبل المنظمات الدولية ذات العلاقة بالتعامل في سوق الأوراق المالية. تتمثل أهمية البحث في أن الأسواق المالية تلعب دورا هاما في تنمية وتطوير الاقتصاد القومي لأية دولة من دول العالم، وذلك من خلال الجمع بين قطاعات الفائض وقطاعات العجز، فهي مصدر الفرص الاستثمارية بالنسبة لقطاعات الفائض ومصدر التمويل بالنسبة لقطاعات العجز، بل أصبح مدى تطور سوق المال أحد المعايير التي يستند إليها لمعرفة مدى نجاح البرامج التخصيصية في دولة ما، بل وأيضا مدى نجاحها في التكيف مع متطلبات منظمة التجارة العالمية W.T.O، يهدف البحث إلى تعرف أهم المبادئ والمعايير الدولية الخاصة بالتعامل في أسواق المال، ومدى تطبيق المشرع المصري لهذه المبادئ والمعايير الدولية، ومدى كفاية التشريعات المطبقة حاليا لإدارة سوق المال المصري.

One of the criteria on which it is based to know the extent of the success of the privatization programs in a country, but also the extent of its success in adapting to the requirements of the World Trade Organization (WTO), the research aims to identify The most important international principles and standards for dealing in financial markets, the extent to which the Egyptian legislator applies these international principles and standards, and the extent to which the legislation currently applied to manage the Egyptian capital market is sufficient.
