|a هدف الدراسة: هدفت الدراسة إلى بيان دور الشرطة المجتمعية الكويتية في تعزيز الأمن الوطني في ضوء نظرية تشارك المسؤولية. منهجية الدراسة: اتبعت الدراسة المنهج الوصفي التحليلي، على اعتباره المنهج الأكثر ملاءمة لطبيعة البحث الحالي وتحقيق أهدافه. فرضية الدراسة: نظرية تشارك المسؤولية تعزز من دور الشرطة المجتمعية الكويتية في حماية الأمن الوطني. نتائج الدراسة: نظرية تشارك المسؤولية من شأنها أن تعزز من الدور الواقعي لأجهزة الأمن في حماية الأمن الوطني، وذلك من خلال دور الشرطة المجتمعية بشكله الصحيح والقانوني، وبناءً على مبدأ الشراكة الفعلية الكاملة دون سيادة لطرف على آخر، وفي الوقت نفسه ضمان فاعلية متكاملة لمختلف الأطراف في أداء مهامهم المرتبطة بحفظ الأمن وتعزيزه في المجتمع. فاعلية عمل الشرطة المجتمعية يجب أن تتم في إطار قانوني منظم لهذا العمل، ووجود وعي مجتمعي كامل لحقيقة مفهوم الشراكة الكاملة مع أجهزة الأمن لتعزيز الأمن في المجتمع، ووجود تطبيق فعلي على أرض الواقع للشراكة بين أجهزة الأمن والمجتمع وأفراده في إطار نظرية تشارك المسؤولية حتى تتحقق الفاعلية المنشودة. التجربة الكويتية في إطار الشرطة المجتمعية لا تزال بحاجة إلى مزيد من التطوير والتعديل، ووضع أسس أكثر وضوحاً من شأنها تفعيل دور الشرطة المجتمعية على أرض الواقع.
|b The aim of the study: The study aimed to explain the role of the Kuwaiti community police in enhancing national security in light of a theory that shares responsibility. Study methodology: The study followed the descriptive analytical approach, as it is the most appropriate approach to the nature of the current research and its goals. Study hypothesis: A theory shares responsibility that enhances the role of the Kuwaiti community in protecting national security. The results of the study: A theory that shares responsibility that would enhance the realistic role of the security services in protecting national security, through the role of the community police in its correct and legal form, and based on the principle of complete actual partnership without sovereignty to one party on another, and at the same time ensuring an integrated effectiveness of different parties In performing their duties related to preserving and strengthening security in society. The effectiveness of the community police should take place within a legal framework organized for this work, the existence of a complete community awareness of the truth of the concept of full partnership with the security services to enhance security in society, and the existence of an actual application on the ground of the partnership between the security services and society and its members within the framework of a theory that shares responsibility until the effectiveness is achieved The desired.
