المستخلص: تهدف أي إدارة شرطة في العالم من وراء الجهود التي تبذلها والأعمال التي تقوم بها والخطط والسياسات والبرامج التي تنفذها إلى تحقيق النجاح في المهام المسندة إليها وهي خدمة الشعب وتوطيد أمن المجتمع وصيانة حرياته وكرامة أفراده، والحفاظ على حقوقهم وممتلكاتهم وعلى طمأنينتهم واستقرارهم وان معيار النجاح أو الفشل في تحقيق هذا الهدف السامي، هو مدى ثقة الشعب بدور الشرطة ومدى رضاه عن جهودها، الذي هو أساس أي نجاح. اعتمد الباحث في الدراسة على مطلبين، الأول العوامل الإنسانية في نجاح العمل الشرطي والثاني دراسة العوامل المادية والتقنية في نجاح العمل الشرطي. وللإجابة على إشكالية الدراسة وتساؤلاتها استخدم الباحث المنهج الوصفي التحليلي وذلك لملائمته لمثل هذا النوع من الدراسات التي تستدعي تحليل العوامل الأساسية التي تساهم في نجاح العمل الشرطي. توصي الدراسة بالأخذ من تجارب إدارات الشرطة في الدول المتقدمة للاستفادة منها في الخطط والبرامج والتأهيل المستمر للعنصر البشري لرفع كفاءة الاداء العملي في المجال الشرط. وتحفيزه على أداء العمل وفق الخطط والبرامج.

Any police department in the world aims, through the efforts it exerts, the work it undertakes, and the plans, policies and programs it implements, to achieve success in the tasks assigned to it, which are to serve the people, consolidate the security of society, preserve its freedoms and the dignity of its members, and preserve their rights and property and their tranquility and stability. The criterion of success or failure is In achieving this lofty goal, it is the extent of the people's confidence in the role of the police and the extent of their satisfaction with its efforts, which is the basis of any success. The researcher relied on two requirements in the study: the first is the human factors in the success of police work, and the second is the study of the material and technical factors in the success of police work. To answer the problem and questions of the study, the researcher used the descriptive analytical method because of its suitability for this type of studies that require analysis of the basic factors that contribute to the success of police work. The study recommends taking from the experiences of police departments in developed countries to benefit from them in plans and programmes. Continuous qualification of the human element to raise the efficiency of practical performance in the required field. And motivate him to perform work according to plans and programmes.
