|a لقد حظيت مسألة الإعاقة باهتمام خاص في دستور المملكة المغربية لسنة 2011، وذلك من خلال التنصيص على منع التمييز على أساس الإعاقة، ودسترة الحقوق السياسية والاجتماعية والاقتصادية والثقافية للأشخاص في وضعية إعاقة. فتصدير الدستور الجديد يؤكد على التزام المملكة حضر ومكافحة كل أشكال التمييز مهما كان كما ينص الفصل 34 على أن تقوم السلطات العمومية بوضع وتفعيل سياسات موجهة إلى الأشخاص والفئات من ذوي الاحتياجات الخاصة، من خلال إعادة تأهيل الأشخاص الذين يعانون من إعاقة بمختلف أنواعها، وإدماجهم في الحياة الاجتماعية والمدنية وتيسير تمتعهم بالحقوق والحريات المعترف بها للجميع. ورغم هذا الاهتمام الكبير من طرف الدولة لهذه الشريحة فإنها لم تكتمل إلا بوجود مجتمع مدني نشيط من أجل مصاحبة هؤلاء الأشخاص والاهتمام بهم في الجانب الصحي والتربوي والثقافي والرياضي.
|b The issue of disability received special attention in the 2011 Constitution of the Kingdom of Morocco, by prohibiting discrimination on the basis of disability and constitutionalizing the political, social, economic and cultural rights of persons with disabilities. The promulgation of the new constitution confirms the Kingdom's commitment to the prevention and combating of all forms of discrimination whatsoever. Article 34 also stipulates that public authorities shall develop and enforce policies directed at persons and groups with special needs, Through the rehabilitation of persons with disabilities of all kinds, their integration into social and civil life, and the facilitation of their enjoyment of the rights and freedoms recognized for all. Despite this great interest on the part of the State for this segment, it has not been completed without the presence of an active civil society in order to accompany these people and take care of them in the health, educational, cultural and sports aspects.
