|a تهدف الدراسة إلى التعرف على تصورات طلاب الدراسات العليا حول دور الشراكات في تمويل مؤسسات التعليم العالي الحكومية في المملكة العربية السعودية في ضوء رؤية ۲۰۳۰. وقد اعتمدت الدراسة على المنهج النوعي واستخدمت المقابلات لجمع معلومات للإجابة على تساؤلات البحث. تشير نتائج الدراسة إلى أن مؤسسات التعليم العالي الحكومية بالرغم من استمرار اعتمادها على المخصصات المالية الحكومية، إلا أنها تشهد محاولات جادة لتنويع مصادر الدخل في الآونة الأخيرة مثل فرض رسوم دراسية على برامج الدراسات العليا. ووجدت النتائج أن مؤسسات التعليم العالي لم تستفد بالكامل من فرص عقد شراكات ذات أهداف ربحية مع المنظمات الحكومية وغير الحكومية. وتؤكد النتائج بوجود عدد كبير من المعوقات التي تحد من نجاح برامج الشراكات بين الجامعات السعودية والمنظمات الأخرى، منها ما يتعلق بالأسباب القانونية ومنها أسباب ثقافية وإدارية. وتشير النتائج إلى أن هناك عددًا كبيرًا من المبادرات في مجالات الشراكات سوف يكون لها مردود مالي كبير للجامعات السعودية، منها شراكات في مجالات التدريب والتعليم، الاستشارات، البحث، والشراكات في المسؤولية الاجتماعية، من شأنها أن تكون مصدرًا تمويليا هاما للجامعات في حالة الاهتمام بها. كما قدم المشاركون عددًا من المقترحات لتطوير برامج الشراكات في مؤسسات التعليم العالي. وخلصت الدراسة إلى عدد من التوصيات لتعزيز تنويع مصادر تمويل مؤسسات التعليم العالي السعودية من خلال الشراكات.
|b The study aims to identify graduate students' perceptions about the role of partnerships in financing government higher education institutions in the Kingdom of Saudi Arabia in light of Vision 2030. The study relied on the qualitative approach and used interviews to collect information to answer the research questions. The results of the study indicate that government higher education institutions, despite their continued reliance on government financial allocations, have recently witnessed serious attempts to diversify sources of income. The results found that higher education institutions have not yet taken full advantage of the opportunities for for-profit partnerships with governmental and non-governmental organizations. The results show that obstacles limit the success of partnership programs between Saudi universities and other organizations, including legal and, cultural, and administrative reasons. The results indicate that there are a large number of initiatives in the areas of partnerships that will have a significant financial return for Saudi universities, including partnerships in the fields of training and education, consulting, research, and partnerships in social responsibility that would be an essential funding source for universities if they are taken care of. The participants also presented several proposals for developing partnership programs in higher education institutions. The study presented some recommendations to enhance the diversification of funding sources for Saudi higher education institutions through partnerships.
