المستخلص: تنطلق الدراسة من وجهة نظر علم الاجتماع، لتتجاوز اللوم، لمن كانوا بسياساتهم الاستعمارية التاريخية سببا في التغيرات المناخية الراهنة، وتتجاوز فكرة العدالة المناخية كإنصاف (على حد تعبير الفيلسوف الأمريكي جون رولز) لمن لم يحصدوا المغانم التي ترتب عليها الاحتباس الحراري وخلافه، وقدمت فكرة العدالة الاجتماعية كاعتراف من جانب من مارسوا تاريخيا ممارسات أضرت بالكوكب منذ الثورة الصناعية الأولى اعترافهم بالمسئولية التاريخية عن حفظ الطبيعة لفائدة الأجيال الحاضرة والمقبلة، والاهتمام بالبيئة واعتماد التدابير اللازمة، وتعزيز التعاون الدولي نحو حماية البيئة كنوع من عدالة الاعتراف. وتنقسم الدراسة لمجموعة محاور جاءت على التوالي على النحو التالي: أولا منهجية الدراسة، ثانيا: لمحة عن تطور النظر لمفهوم العدالة المناخية، ثالثا: التوجهات النظرية لمناقشة العدالة المناخية، رابعا: الإنصاف لمواجهة التغيرات المناخية، خامسا: نحو نهج منصف لتوزيع مسئوليات تغير المناخ، سادسا: النتائج. حيث توصلت إلى أنه إذا رغب العالم في مواجهة ظاهرة التغيرات المناخية، فعلي الدول التي ساهمت تاريخيا في هذه الظاهرة من جراء ممارساتها التصنيعية، أن تكون منصفة، وتعترف بشكل عادل عن مسئوليتها عن زيادة معدلات التغيرات المناخية، وتمد يدها وتساهم بنصيب الأسد في مواجهة هذه الظاهرة وفق اتفاقية دولية تحدد الالتزامات والأدوار والتوقيتات بشكل إجرائي، كنوع من الاعتراف بمسئوليتها التاريخية عما أصاب الكوكب من خطورة قد لا تستثني ولا تبقي ولا تذر.

The study proceeds from the point of view of the sociology, to go beyond blame for those who, with their historical colonial policies, were the cause of the current climate changes, and go beyond the idea of climate justice as fairness (in the words of the American philosopher John Rawls) for those who did not reap the spoils that resulted from global warming and so on, and presented the idea of justice Social recognition, on the part of those who have historically practiced practices that have harmed the planet since the first industrial revolution, their recognition of the historical responsibility for preserving nature for the benefit of present and future generations, caring for the environment and adopting the necessary measures, and strengthening international cooperation towards environmental protection as a kind of recognition justice. The study is divided into a set of axes that came in succession as follows: First, the methodology of the study, Second: An overview of the development of consideration of the concept of climate justice, Third: Theoretical approaches to discussing climate justice, Fourth: Fairness to confront climate changes, Fifth: Towards an equitable approach to the distribution of responsibilities for climate change, Sixth: Results. Where I concluded that if the world desires to confront the phenomenon of climate change, the countries that have historically contributed to this phenomenon as a result of their industrial practices must be fair and fairly acknowledge their responsibility for increasing the rates of climate change. And it extends its hand and contributes the lion’s share in confronting this phenomenon according to an international agreement that defines obligations, roles, and timings in a procedural manner, as a kind of recognition of its historical responsibility for the danger that befell the planet that may not be excluded, left, or left behind.
