|a تهدف الدراسة إلى طرح بعض الإجراءات المقترحة لآليات تطوير إدارة حقوق الملكية الفكرية لتعزيز سيادة البيئة التنظيمية للابتكار بالجامعات المصرية في ضوء خبرة عُمان والسعودية لكون تطوير إدارة حقوق الملكية الفكرية تعد أحد أهم مداخل تعزيز سيادة البيئة التنظيمية للابتكار بالجامعات، بل وتساهم بشكل كبير في تطوير النمو الاقتصادي وتشجيع الاستثمارات الأجنبية واستدامة الموارد المالية بالجامعات، ومن ثم نجاح المنظومة التعليمية ككل؛ وذلك من خلال إجراء مقارنة لآليات إدارة حقوق الملكية الفكرية كمدخل لتعزيز سيادة البيئة التنظيمية للابتكار بالجامعات في ضوء خبرة عُمان والسعودية، ولتحقيق ذلك استخدمت الدراسة المنهج المقارن، وتعرض الدراسة إطاراً نظرياً لآليات تطوير إدارة حقوق الملكية الفكرية كمدخل لتعزيز سيادة البيئة التنظيمية للابتكار بالجامعات، يلي ذلك مقارنة بين عمان والسعودية في مجال إدارة حقوق الملكية الفكرية كمدخل لتعزيز سيادة البيئة التنظيمية للابتكار بالجامعات، ثم التوصل لمجموعة من النتائج وطرح بعض الإجراءات المقترحة التي تستهدف تطوير إدارة حقوق الملكية الفكرية مدخل لتعزيز سيادة البيئة التنظيمية للابتكار بالجامعات المصرية في ضوء خبرة عُمان والسعودية للسعي نحو تحقيق رؤية مصر ۲۰۳۰م، وذلك بما يتناسب مع ظروف المجتمع المصري.
|b The study aims to put forward some proposed procedures for the mechanisms of developing the management of intellectual property rights to enhance the rule of the regulatory environment for innovation in Egyptian universities in the light of the experience of Oman and Saudi Arabia because the development of management of intellectual property rights is one of the most important entrances to strengthening the rule of the regulatory environment for innovation in universities, and even contributes significantly to the development of economic growth Encouraging foreign investments and sustaining financial resources in universities, and thus the success of the educational system as a whole; This is done by conducting a comparison of the mechanisms of managing intellectual property rights as an input to enhance the rule of the regulatory environment for innovation in universities in the light of the experience of Oman and Saudi Arabia. To achieve this, the study used the comparative approach. A comparison between Oman and Saudi Arabia in the field of intellectual property rights management as an entry point to enhance the rule of the regulatory environment for innovation in universities, and then reach a set of results and put forward some proposed measures aimed at developing the management of intellectual property rights as an entrance to enhance the rule of the regulatory environment for innovation in Egyptian universities in the light of the experience of Oman and Saudi Arabia to strive towards achieving Egypt's vision 2030 AD, in line with the conditions of Egyptian society.
