المستخلص: أعلنت ألمانيا في ١٣ أكتوبر ۱۹۳۷ احترام استقلال بلجيكا، وبإمدادها بالمساعدة إذا تعرضت للاعتداء من قبل قوى أخرى. وهو ما لاقى تباين في وجهات النظر لدى الرأي العام البلجيكي، حيث نظرت الدوائر السياسة الرسمية في بلجيكا إليه نظرة ترحيب، في حين نظر إليه الشعب البلجيكي نظرة عدم ثقة واطمئنان، فلم يكن ينس البلجيكيون ما حدث بالأمس القريب، فقد كانت الصورة المفجعة لا تزال في أذهان معاصري الحرب العالمية الأولى عندما غزت ألمانيا الأراضي البلجيكية بهدف غزو إلى الأراضي الفرنسية. وتعود أهمية البحث إلى دراسة صفحة من صفحات تاريخ الشعوب إزاء السياسات المتضاربة للقوى الكبرى ومناداتها بالسلام واحترام استقلال الدول الضعيفة في ظل ماضيها الملطخ بدماء أبنائها، لرصد أهمية دور ذاكرة الشعوب في إفادة الحاضر ورؤية المستقبل. أما عن سبب اختيار عام ۱۹۳۷ فهو العام الذي صدر فيه التصريح الألماني باحترام استقلال بلجيكا. ويهدف البحث إلى رصد موقف الرأي العام البلجيكي من التصريح الألماني باحترام استقلال بلجيكا في عام ۱۹۳۷ في ظل الموقف الدولي- قبيل الحرب العالمية الثانية- الملبد بغيوم حرب قادمة على أعتاب أوروبا والعالم، ومحاولة ألمانيا بث روح الطمأنينة لدى الشعب البلجيكي، بالإضافة إلى محاولة الكشف عن أهمية ذاكرة الشعوب في إدراك المخاطر التي تحيط بها مهما تعالت أصوات القوى الكبرى بالسلام. ومن هذا المنطلق فإن مشكلة البحث تدور حول عدة تساؤلات، تتمثل فيما تضمنه التصريح الألماني في أكتوبر ۱۹۳۷ بشأن بلجيكا؟ وما الدوافع الألمانية لإصداره؟ وما موقف الدوائر السياسية البلجيكية منه؟ وما موقف الرأي العام البلجيكي منه؟ وما أثره في أوروبا؟.

On October 13, 1937, Germany announced that it would respect Belgium's independence and would provide it with assistance if it was attacked by other powers. This was met with a difference of opinion among Belgian public opinion, as the official political circles in Belgium looked at it with a look of welcome, while the Belgian people looked at it with a look of distrust and reassurance. The Belgians had not forgotten what happened recently, as the tragic picture was still in the air. The minds of contemporaries of World War I when Germany invaded Belgian territory with the aim of an invasion into French territory. The importance of the research is due to studying a page of people’s history regarding the conflicting policies of the major powers and their calls for peace and respect for the independence of weak countries in light of their past stained with the blood of their people, to monitor the importance of the role of people’s memory in benefiting the present and seeing the future. As for the reason for choosing the year 1937, it is the year in which the German declaration respecting Belgium’s independence was issued. The research aims to monitor the position of Belgian public opinion regarding the German declaration respecting Belgium’s independence in 1937 in light of the international situation- prior to World War II- clouded by clouds of war coming on the doorstep of Europe and the world, and Germany’s attempt to spread a spirit of reassurance among the Belgian people, in addition to trying to reveal The importance of people's memory in realizing the dangers that surround them, no matter how loud the voices of the major powers call for peace. From this standpoint, the research problem revolves around several questions, namely: What was included in the German declaration of October 1937 regarding Belgium? What are the German motives for issuing it? What is the position of Belgian political circles on it? What is the position of Belgian public opinion on it?
