حلف شمال الأطلسي منظمة أنشئت عام 1949 هدفها الرئيسي الدفاع عن دول القارة الأوروبية ضد الأخطار الشيوعية وتمددها المتمثلة في الاتحاد السوفيتي آنذاك، إلا أن التحولات الدولية التي عقبت تفكك الاتحاد السوفيتي ألقت بظلالها على المشهدين الدولي والإقليمي، فقد زال الخطر الرئيسي المهدد لأوروبا، وأصبح حلف شمال الأطلسي الذي تأسس لمواجهة متطلبات حماية أوروبا الغربية في زمن الحرب الباردة، قوة ضخمة اتفقت أطرافه على تكريس وجودها في النظام الدولي. وعمدت هذه الدول إلى تطوير وإعادة توجيه الحلف ليكون عبارة عن قوة غربية مهمتها ضبط تفاعلات النظام الدولي عبر المنظومة العسكرية السياسية، وبهذا وجد الحلف نفسه أقوى وأكبر تحالف في العالم في الوقت الحاضر، يضم بين ثناياه قوى تمتلك موارد عسكرية واقتصادية وسياسية كبيرة جداً.
