يهدف هذا البحث إلى وضع معايير مقترحة لضمان توفر الأمن والسلامة لأنشطة الرياضية لكرة القدم بدولة الكويت، وقد استخدم المنهج الوصفي (الدراسات المسحية) على عينة بإجمالي عدد (١٥٣) فرد وهم بعض قيادات وزارة الداخلية بالإدارات المعنية بتأمين المنافسات الرياضية وعددهم (۱۲۰) فرد وكذلك مسئولي الاستادات الرياضية الأكثر استقبالاً للجماهير للموسم الرياضي وعددهم (۳۳) فرد، واستخدمت المقابلة الشخصية والاستبيان كأدوات لجمع البيانات بالبحث، وجاءت أهم النتائج لتشير إلى عدم وجود إدارة أو وحدة خاصة بالأمن الرياضي داخل وزارة الداخلية والغياب الواضح للتنسيق بين الشرطة ومسئولي الجهات الرياضية المنظمة وإدارات الاستادات مع عدم وضع خطط مناسبة للإخلاء في حالات الطوارئ إن حدثت كما أنه لا يتم تقويم العملية التأمينية لتفادي الأخطاء وأيضاً لوحظ عدم وجود ترقيم للممرات والمقاعد في المدرجات وعدم تسجيل ذلك على التذكرة عند الحجز مع عدم توافر مكان للأمانات وعدم توافر لوحات إرشادية كافية لمساعدة المشجع، وقد أوصت الدراسة بمراعاة المعايير التي يقترحها الباحث لضمان الأمن والسلامة بالاستادات الرياضية مع ضرورة تقليص دور الشرطة على تأمين المنشأة الرياضية والأفراد المنظمين للحدث الرياضي مع ضرورة الإشراف على تدريب عناصر الأمن الخاصة.
This research aims to develop proposed standards to ensure the availability of security and safety for football sports activities in the State of Kuwait. The descriptive approach (survey studies) was used on a sample with a total number of (153) individuals, who are some of the leaders of the Ministry of Interior in the departments concerned with securing sports competitions, and their number is (120) individuals, as well as Officials of the sports stadiums that received the most fans for sports season, numbering (33) individuals. The personal interview and questionnaire were used as tools to collect data in the research. The most important results indicated the absence of a special department or unit for sports security within the Ministry of Interior and the clear absence of coordination between the police and officials of sports authorities. The organization and the stadium administrations, with no appropriate plans for evacuation in emergency cases, if they occur, and the insurance process is not evaluated to avoid errors. It was also noted that there is no numbering for the aisles and seats in the stands, and that this is not recorded on the ticket when booking, with the lack of a place for safe deposit boxes, and the lack of sufficient information boards to assist. Encouragingly, the study recommended taking into account the standards proposed by the researcher to ensure security and safety in sports stadiums, with the need to reduce the role of the police in securing the sports facility and the individuals organizing the sporting event, with the need to supervise the training of private security personnel.
