|a إن البحث في الجانب الأمني للعلاقات بين الفواعل الناشطة في منطقة الخليج والفضاء المتوسطي، أخذ حيزا مهما في تحليلات الباحثين المهتمين بهذه المنطقة الجيوسياسية والحيوية التي تعتبر شريان الحياة والهواء الذي تتنفسه الدول المتواجد به. خاصة وأنها مناطق غنية بالموارد الطبيعية، ومن النقاط الساخنة في العالم من حيث مستويات التنوع البيولوجي، وتتسم بالحساسية مع تصاعد التهديدات البيئية على كافة المستويات، مما أصبحت تشكل خطرا على الوسط الطبيعي للإنسان والكائنات الحية، بفعل تداعيات والتعقيدات السياسية والاقتصادية التي يشهدها العالم والتأثيرات المتبادلة بين مسائل الطاقة وقضايا البيئية وتغير المناخ والمساعي الضرورية لتحقيق التنمية المستدامة إضافة إلى ما يشهده سوق العالمي من تقلبات، تؤثر على الاقتصاد العالمي عامة، وعلى الاقتصادات دول المنطقة. وفي هذا الاطار يبرز مفهوم أمن الطاقي بكافة أوجهه ومفاهيمه وأبعاده وأهدافه ومتطلباته، وارتباطه الوثيق بالأمن البيئي (الأمن الحيوي) والتنمية المستدامة والموارد الطبيعية والقدرات البشرية والمؤسساتية والموقع الجغرافي، والمتغيرات العالمية والتوازنات الجيوساسية كمحور للعمل الإقليمي العربي الخليجي المشترك من خلال النظر إلى إمكانية تعزيز التعاون والتكامل الخليجي المتوسطي كأداة إلى خدمات الطاقة بشكل أمن ومضمون وأكيد ومقبول اقتصاديا واجتماعيا وبيئيا، وهو ما يتطلب حسن إدارة الموارد الطبيعية بكفاءة من خلال دعم قوي التعاون استنادا إلى مبدأ التكامل والتخطيط لإدارة الأزمات من وجهة نظر متوائمة وفعالة، وتطوير برامج بناء القدرات المجتمعية مع قاعدة بيانات ومعلومات عالية الجودة، واعتماد رؤية عامة واضحة حول إنشاء أسواق إقليمية موحدة للطاقة تلبية الطلب المتزايد الإحداث نوع من الاستقرار النسبي، وذلك من أجل تأمين خدمات الطاقة الحديثة ومضاعفة كفاءتها من خلال زيادة حصة الطاقات المتجددة في المزج الإقليمي لاستهلاك الطاقة والتي ستحمل معها العديد من الفوائد الاجتماعية والاقتصادية (صناعات إقليمية قوية) والبيئية على المدى الطويل وبالأخص الأمن البيئي الذي يعد أحد مركبات الأمن الإنساني ومن الموضوعات المركزية في قضايا البيئة، ويشار إليه بالأمن الحيوي، من حيث الخدمات التي تقدمها النظم الإيكولوجية لرفاهية المجتمعات البشرية، مع اتخاذ خطوات طارئة على كافة المستويات بما فيها تقييم وتثمين الثروة الطبيعية كخطوة أمنية رادعة للتدهور البيولوجي للمنطقة. وهذا ما يستدعي ضرورة تبني دول مجلس التعاون الخليجي وشرق المتوسط، في ظل التداعيات الحالية إلى بناء هندسي أمنيي مؤسساتي قائمة على أسس التعاون بالتنسيق والتوافق لتطوير الأهداف ومصالح مشتركة فيما بين الدول من خلال دمج مشترك لجهودها في سبيل مواجهة أمن الإمداد وحماية تغير المناخ الإقليمي والعالمي ونشر التقنية اللازمة... ومن هنا تأتي أهمية تركيزنا في هذه الورقة البحثية على تحديد مفهوم النظام الأمني الإقليمي والمعضلة الأمنية المرتبط بمجموعة من المحاور الاستراتيجية على صعيد المنطقة المدروسة. نذكر منها: قضايا الطاقة والموارد الطبيعية وآثار التقدم التكنولوجي والتنمية المستدامة والأمن الغذائي... الخ.

In this context, the concept of energy security in all its aspects, concepts, dimensions, objectives and requirements, and its close connection with environmental security (vital security), sustainable development, natural resources, human and institutional capabilities, geographical location, global variables and geopolitical balances, emerges as a focus for joint Arab-Gulf regional action by looking at the possibility of enhancing cooperation and integration.
