|a تلعب المؤسسات الوطنية المتخصصة في مجالات حقوق الإنسان والحكم الرشيد والتنمية البشرية دورا حيويا في تعزيز بناء الدولة القانونية وتعزيز الثقة بين المجتمع والمؤسسات. إن هذه المؤسسات تعد الركيزة الأساسية في ترسيخ أسس الديمقراطية وتحقيق النمو المستدام الذي يسعى المغرب إليه باعتبارها مؤسسات تركز على الحقوق، فإنها تسعى جاهدة لتقديم الخدمات بفعالية وشفافية، مما يعزز العدالة والمساواة في المجتمع. وبالإضافة إلى ذلك، تعمل هذه المؤسسات على توضيح الحقوق والواجبات لكل مواطن، وبذلك تعزز الوعي بالقوانين والقيم الديمقراطية. كما تسهم في بناء علاقة تعاقدية بين المجتمع والحكومة، حيث يحدد كل طرف حقوقه وواجباته، مما يعزز الشراكة والمشاركة المدنية في عملية صنع القرارات. لذا جاء هذه الدراسة للتعريف بهذه المؤسسات والوقوف على وظائفها التي أناطها بها دستور 2011.
|b Specialized national institutions in the fields of human rights, good governance, and human development play a vital role in promoting the construction of the rule of law state and enhancing trust between society and institutions. These institutions are the cornerstone in establishing the foundations of democracy and achieving sustainable growth sought by Morocco. As rights-focused entities, they strive to deliver services efficiently and transparently, thereby promoting justice and equality in society. Additionally, these institutions work on clarifying rights and duties for every citizen, thus enhancing awareness of laws and democratic values. They also contribute to building a contractual relationship between society and the government, where each party defines its rights and duties, enhancing partnership and civil participation in the decision-making process. Therefore, this study aims to introduce these institutions and understand their roles as assigned by the 2011 constitution.
