المستخلص: تهدف هذه الدراسة إلى التعرف على دور البرامج التنموية المعتمدة خلال الفترة 2001-2019 في مكافحة الفقر في الجزائر وفق مؤشر دليل التنمية البشرية، حيث قامت الجزائر باعتماد أربع برامج تنموية، أولها برنامج الإنعاش الاقتصادي خلال الفترة 2001-2004، والثاني برنامج دعم النمو الاقتصادي خلال الفترة 2005-2009، والثالث المخطط الخماسي للفترة 2010-2014. أما البرنامج الرابع فهو برنامج توطيد النمو الاقتصادي للفترة 2015-2019، وذلك قصد تحسين الأوضاع المعيشية للسكان، وقد اعتمدت هذه الدراسة على المنهجين الوصفي والتحليلي، وخلصت إلى أن البرامج التنموية المطبقة في الجزائر خلال الفترة الممتدة بين 2001 و 2019 ساهمت في تخفيض نسبة الفقر حسب دليل التنمية البشرية، لكن هذه المساهمة كانت بدرجة ضئيلة، فمن خلال مؤشر دليل التنمية البشرية، تم التوصل لوجود تحسن لكنه لم يرق إلى درجة ما تم ضخه من أموال في إطار هذه البرامج، والتي كان هدفها هو تحسين مستوى معيشة الأفراد وبالتالي الخروج من دائرة الفقر.

This study aims to identify the role of The Developing Programmes adopted during the period 2001-2019 to combat poverty in Algeria according to the Human Development Index. Algeria adopted four development programs, the first of which was the Economic Recovery Program for 2001-2004, the second was the Economic Growth Support Program for 2005-2009, the third one was the five-year plan for 2010-2014 and the fourth program was the Program for the Consolidation of Economic Growth during the period between 2015 and 2019, with a view to improving the living conditions of the population. This study relied on both descriptive and analytical methods and concluded that the implemented developing programs in Algeria between 2001 and 2019 had contributed to the reduction of poverty. According to the Human Development Index (HDI), there was an improvement. However, it had not lived up to the amount of funds that have been pumped under these programmes, the aim of which had been to improve people's standard of living and thus to move out of poverty.

Cette étude vise à identifier le rôle des programmes de développement adoptés en Algérie entre 2001 et 2019 pour lutter contre la pauvreté, en se basant sur l'Indice de développement humain. Quatre programmes de développement ont été adoptés par l'Algérie au cours de cette période. Le premier est le Programme de relance économique pour la période 2001-2004, suivi du Programme d'appui à la croissance économique pour 2005-2009, puis du plan quinquennal pour 2010-2014. Le quatrième programme est le Programme de consolidation de la croissance économique pour la période 2015-2019, visant à améliorer les conditions de vie de la population. Cette étude s'est appuyée sur des méthodes descriptives et analytiques, et a conclu que les programmes de développement mis en oeuvre en Algérie entre 2001 et 2019 ont contribué à la réduction de la pauvreté, selon l'Indice de développement humain (IDH). Cependant, cette amélioration n'a pas été à la hauteur des fonds investis dans ces programmes, dont l'objectif était d'améliorer le niveau de vie et de sortir les gens de la pauvreté.
