|a تستند اللامركزية الترابية على مجموعة من المبادئ الأساسية التي تعمق نشاط الجماعات الترابية، هذه المبادئ لا تظهر بوضوح وإنما مندسة في الدستور والقوانين التنظيمية للجماعات الترابية، لذلك فهذه الدراسة تهدف إلى الكشف عن كيفية تفعيل آليات تطبيق وممارسة هذه المبادئ باعتبارها مبادئ حديثة تسمح بمستوى من المرونة والاستقلالية، وتحمل في نفس الوقت ضمانات عدة للجماعات الترابية.
|b Territorial decentralization is based on a set of basic principles that deepen the activity of the territorial communes. These principles do not appear clearly, but are embedded in the constitution and regulatory laws of the territorial communes. Therefore, this study aims to reveal how to activate the mechanisms of application and practice of these principles, as they are modern principles that allow with a level of flexibility and independence, and at the same time carrying several guarantees for the territorial authorities.
