|a لقد جرت محاولات لإعادة صياغة مفهوم التنمية والسياسات التنموية نتيجة فشل المقاربة الاقتصادية في تحقيق التنمية، وذلك عبر التركيز على مفهوم التنمية البشرية مع صدور تقرير التنمية البشرية لسنة 1990، حيث عرف التنمية البشرية بأنها عملية توسيع خيارات البشر. فمفهوم التنمية البشرية نتيجة تطوره فهو مفهوم شمولي ودينامي يحفظ التوازن بين اكتساب القدرات البشرية والانتفاع بها، ويوسع الخيارات اللامحدودة أصلا أمام البشر. فمجالات الاختيار الأخرى التي يعطي لها الناس قيمة فائقة تتضمن المشاركة والأمن والقابلية للاستدامة وحقوق الإنسان المضمونة، ونتيجة تطور هذا المفهوم تطورت السياسات التنموية المرتبطة به.
|b Attempts have been made to reformulate the concept of development and development policies as a result of the failure of the economic approach to achieve development, by focusing on the concept of human development with the issuance of the Human Development Report of 1990, where human development was defined as the process of expanding people's choices. As a result of its development, the concept of human development is a holistic and dynamic concept that maintains a balance between the acquisition and utilization of human capabilities and expands the already unlimited options of human beings. Other areas of choice to which people value are participation, security, sustainability and guaranteed human rights, and as a result of the development of this concept, the development policies associated with it have evolved.
